Job Summary

GOAPRDJPSenior Technical Business Analyst

Client: Government of Alberta (Ministry of Technology and Innovation)
End-User Ministry: Alberta Public Safety and Emergency Services (PSES) Correctional Services Division (CSD)
Location: Edmonton AB (Hybrid / Remote within Alberta)
Hourly Bill Rate: $85-90/hr / Hr (Standard Time)
Term: 1 year extensions
Requirements:

  • University Degree in business management or a related discipline AND minimum 4 years of Technical Business Analyst (BA) experience; OR
  • 2-Year Diploma in business management or a related discipline AND minimum 6 years of BA experience; OR
  • 1-Year Certificate in business management or a related discipline AND minimum 7 years of BA experience; OR
  • Minimum 8 years of direct BA experience.

Core Mandatory Work Experience

Candidates must demonstrate the specific duration of experience across these key metrics:

  • Stakeholder Requirements Elicitation (5 Years): Gathering complex requirements from a diverse group of stakeholders across multiple government ministries or large matrixed departments.
  • Technical Integration & Specification (5 Years): Translating business requirements into highly detailed technical requirements within an enterprise IT environment.
  • Design & Specification Development (3 Years): Developing integrated system and technical design specifications on complex engagements.
  • Process Re-engineering (4 Years): Facilitating and managing business process development continuous improvement sessions and process re-engineering workshops.
  • Correctional Domain Expertise (1 Year): Working directly with correctional facility systems mapping related business processes and gathering targeted niche requirements.

Highest points will be awarded to candidates who possess the following:

  • Public Sector (2 Years): Prior experience working in or directly for the public sector/provincial government.
  • Agile Delivery (5 Years): Experience working smoothly within an agile development environment.
  • Executive Stakeholder Engagement (5 Years): Leading stakeholder engagement activities including governance meetings steering committees requirements sessions and executive briefings involving senior management and project sponsors.
  • Project Documentation (5 Years): Authoring project artifacts and strategic documents for a wide variety of information technology and business improvement initiatives.

Project OverviewThis role supports the modernization and enhancement of service delivery within Albertas provincial correctional centres through two high-profile initiatives:

  1. Establish Effective Wi-Fi in Correctional Facilities (Phase 2): Deploying secure end-to-end wireless infrastructure across remaining provincial correctional facilities to support virtual court appearances electronic disclosure e-learning telehealth and staff mobility.
  2. Video Visitation Service (VVS) Implementation: Delivering a secure province-wide virtual visitation platform enabling inmates to connect with family legal counsel and professionals featuring system-to-system integration with the Offender Management System.

Working Hours & Equipment Requirements

  • Schedule: Monday to Friday 08:15 16:30 Alberta Time (36.25 hours per week) excluding provincial holidays.
  • Work Arrangement: Primarily remote but candidates must work from within Alberta Canada due to network security regulations. Must be able to attend in-office sessions in Edmonton upon reasonable notice (up to 15% of the time).
  • Equipment (BYOD): Must provide a modern computer (Windows OS highly preferred) capable of running Azure Virtual Desktop (AVD) for secure remote access.
