Victoria Airport Authority is looking for an experienced andcollaborative leader to join our Planning and Infrastructure team as ManagerProject Delivery and Engineering.

This is an exciting opportunity to take a leadership role in thedelivery of capital infrastructure projects that directly support theoperation growth and evolution of Victoria International Airport. Fromplanning and design through procurement construction and completion youllhelp turn ideas and priorities into infrastructure that makes a visible andlasting difference at YYJ.

Reporting to the Director Planning and Engineering youll lead atalented team of Project Managers and technical professionals and oversee theday-to-day delivery of VAAs capital project portfolio. Youll help strengthenproject delivery across the organization while balancing scope schedulebudget quality and safety with the unique operational requirements of anactive airport environment.

This isnt arole where youll simply oversee projects from the sidelines. Youll be atthe centre of project delivery working across the organization and withconsultants contractors tenants regulators and airport partners to solveproblems manage competing priorities and keep projects moving forward.

Requirements:

The ideal candidate will have:

Education & Experience:

  • Degree in engineering architecture construction management business administration or related discipline plus 710 years of related experience; OR
  • A minimum of ten years of related experience in a similar leadership role.

*Recent relatedexperience must include:

  • Leading capital infrastructure projects.
  • Supervising or mentoring project management staff.
  • Managing budgets procurement processes and contracted service delivery.

Preferred Qualifications:

  • Experience managing capital programs in an airport or transportation environment.
  • A . with membership in Engineering and Geoscientists of British Columbia (EGBC)
  • A PMP designation with the Project Management Institute

Knowledge of:

Regulatory safety andindustry standards for airport infrastructure planning and construction.

Capital program managementpractices and project governance.

Procurement contractnegotiation and contract management.

Transport Canada and CanadianAviation Security regulatory frameworks.

Construction methodologiescost estimating and risk management.

Human resource leadership andperformance management.

Business English and formalcommunication practices.

Airport operations safetystandards and regulatory compliance.

Skills and abilities:

  • Strong leadership capabilities including the ability to coach mentor motivate and manage performance while fostering a positive accountable team culture.
  • Excellent project management skills with the ability to direct complex projects manage multiple priorities and adapt effectively to changing operational needs.
  • Strong analytical problem-solving and judgement skills with the ability to interpret data evaluate options and make sound decisions.
  • Skilled in negotiation conflict resolution and issues management with the ability to navigate challenging situations and achieve effective resolutions.
  • Exceptional communication abilitiesverbal written interpersonal and presentationcapable of conveying complex technical concepts in a clear audience-appropriate manner.
  • Ability to establish and maintain strong working relationships with employees contractors consultants tenants airport partners and other stakeholders.
  • Ability to work independently with a high degree of autonomy demonstrating initiative accountability and self-direction.
  • Ability to implement plans that contribute to organizational goals including interpreting and applying policies procedures specifications standards and regulatory requirements.
  • Ability to work effectively in a safety-sensitive compliance-driven environment demonstrating high levels of integrity professionalism and ethical conduct.
  • Proficiency with project management tools assetdatabases and standard office software including expert-level competency withapplications such as Excel and Outlook.

RequiredSecurity Clearance:

Within six (6) months of hire thesuccessful candidate must obtain and maintain the appropriate level of Airport SecurityClearance (RAIC) as a condition of employment**

  • A valid Class 5 British Columbia drivers license.
  • Airside Vehicle Operator Permit (AVOP).
  • Radio Operators Certificate Aeronautical.
