Senior Business Analyst

Role Overview

We are seeking an experienced Senior Business Analyst to support business transformation and digitalization initiatives within a public-sector environment. The role combines hands-on business analysis with the responsibility of establishing and strengthening internal business analysis capabilities.

You will act as a key link between business stakeholders IT teams project management and leadership ensuring that business needs are clearly understood documented and translated into practical and sustainable solutions.

Key Responsibilities
Business Analysis & Requirements Management
  • Gather analyze and challenge business requirements from stakeholders.
  • Analyze existing business processes and identify opportunities for optimization automation and efficiency improvements.
  • Document functional and non-functional requirements user stories process flows and acceptance criteria.
  • Ensure alignment between business objectives IT constraints and strategic priorities.
  • Support solution validation testing and implementation activities.
  • Facilitate workshops requirements sessions and stakeholder meetings.
Business Analysis Governance
  • Define and promote business analysis standards methodologies and best practices.
  • Improve the quality consistency and traceability of business analysis deliverables.
  • Contribute to governance processes supporting project and transformation initiatives.
  • Support prioritization of initiatives and business change activities.
Coaching & Capability Development
  • Mentor and coach business experts transitioning into Business Analyst roles.
  • Deliver knowledge transfer training and guidance on business analysis techniques.
  • Establish and support the development of an internal Business Analysis community.
  • Contribute to building a sustainable and autonomous Business Analysis capability.
Stakeholder Management & Collaboration
  • Act as a liaison between business IT project teams and management.
  • Manage stakeholder expectations and facilitate decision-making processes.
  • Identify dependencies risks and impacts across initiatives.
  • Support governance meetings and transformation programs.
Required Qualifications
  • Extensive experience as a Business Analyst in complex organizations or public-sector environments.
  • Strong expertise in business process analysis requirements management and process modeling.
  • Proven ability to facilitate workshops and manage diverse stakeholder groups.
  • Experience documenting clear and actionable business requirements.
  • Experience coaching mentoring or training colleagues.
  • Strong communication presentation and facilitation skills.
  • Ability to balance strategic thinking with hands-on delivery.
Preferred Qualifications
  • Experience in social security public administration or regulated environments.
  • Experience supporting organizational transformation and digitalization programs.
  • Knowledge of governance frameworks process improvement methodologies and change management practices.
Languages
  • Fluent French and Dutch.
  • Strong written and verbal communication skills in both languages.
