Program Manager Digital Transformation & Organizational Merger
Location: Brussels Belgium (Hybrid) Contract Type: Consulting / Project Assignment Duration: Approx. 100 days Start Date: August 2026 Languages: Dutch & French (native/bilingual) English (working proficiency)
Role Overview
We are seeking an experienced Program Manager to lead and coordinate a large-scale organizational and digital transformation initiative involving the consolidation of multiple operational entities into a unified structure. The role requires strong program governance stakeholder management and transformation leadership to ensure successful implementation within a fixed timeline.
Key Responsibilities
Define and manage the overall program roadmap milestones and implementation plan.
Coordinate multiple workstreams and ensure alignment across business operational and IT teams.
Prioritize activities and manage dependencies between systems processes and stakeholders.
Identify assess and mitigate program risks including resource constraints delays and operational impacts.
Establish governance structures reporting frameworks and executive-level progress updates.
Collaborate closely with internal departments and external stakeholders to support decision-making and implementation.
Drive change management and organizational transformation activities.
Monitor project delivery ensuring objectives timelines and quality standards are achieved.
Support the modernization and integration of digital services applications and operational processes.
Required Skills & Experience
Extensive experience as a Program Manager leading large-scale transformation initiatives.
Strong expertise in:

Stakeholder & People Management
Experience delivering enterprise-wide solutions used by large user communities.
Experience with citizen-facing digital platforms portals or web applications.
Strong understanding of Agile/Scrum delivery methodologies.
Experience within public-sector or government environments is highly desirable.
Ability to manage complex multi-stakeholder environments and organizational change.
Preferred Qualifications
Scrum Product Owner Certification.
PRINCE2 Certification.
Experience with large-scale organizational mergers transformation programs CRM ERP or enterprise platform implementations.
