Background and Purpose of the Assignment
The WFP BRU Office established in 1996 works in close partnership with the European Union (EU) to address the most pressing food crises as well as to provide long term development soluons. The office plays a key role in mobilising funds from the EU primarily through different Directorates-General of the European Commission (ECHO INTPA NEAR and FPI). The European Commission has been one of WFPs top three donors in recent years.
This job is under the WFP BRU Strategic Partnerships team and focuses on partnerships with ECHO and facilitang engagement with other Commission services such as INTPA MENA and FPI. The Partnerships Officer will report directly to the Deputy Director of WFP BRU who leads the Strategic Partnerships team. The role involves coordinang and negoang contracts with ECHO at the Brussels level in collaboraon with Country Offices Regional Bureaux and relevant HQ divisions. The Partnerships Officer will also contribute to developing exisng partnerships with DG ECHO and other EU instuons such as INTPA MENA and FPI to advocate for WFPs work and secure resources for WFP programmes.
Accountabilies/Responsibilies:
1. Implement a work plan for the assigned area to enable WFP to idenfy develop and strengthen quality partnerships in support of WFP strategic objecves.
2. Lead coordinaon in the assigned area to ensure the mely and high-quality submission of ECHO funding proposals and provide guidance and supports to Country Offices for efficient management of ECHO contracts.
3. Support Country Offices in negoang favourable terms in ECHO contracts and promptly alert them to potenal risks including reputaonal and financial risks enabling mely intervenons from Brussels management and relevant HQ divisions.
4. Idenfy opportunies for further support to WFP COs / RBs to improve their posioning towards EU Delegaons and support their resource mobilizaon efforts for EU development funding.
5. Idenfy arrange and follow-up with concerned units at WFP HQs concrete opportunies for themac and geographic engagement at Brussels level with various INTPA MENA and FPI units.
6. Support funconal units Regional Bureaux (RBs) and Country Offices (COs) in developing partnership strategies including Partnership Acon Plans. Provide assistance with partnership and contribuon management (both humanitarian and development contracts) ensuring alignment with corporate norms processes and legal agreements and offer support for high-quality proposal and report wring through collaboraon with other WFP enes and external stakeholders.
7. Engage with other funconal units RBs and COs on WFPs themac regional and country-specific offerings developing content and language that speak to individual audiences and align with on-going policy dialogue in naonal and global fora; Support alignment of partner engagement across the organizaon.
8. Proacvely support a wide range of aspects of a partnerships porolio including partner profiling data/trends analysis and outreach plan to maximize resources and leverage policy and technical support for WFPs work; Ensure partner visibility and that compliance with partner condions.
9. Facilitate corporate dialogue with partners through preparaon of quality briefing materials; Proacvely highlight strategic opportunies and issues to senior management and propose opons for the best course of acon to nurture trust and interest in the work of WFP; Support the preparaon of joint events (e.g. UN pledging conferences) that can advance WFP interests and objecves.
10. Gather and share partner intelligence (including forecasng) using key informaon systems (e.g. WINGS Salesforce WFPGo) and assess results.
11. Facilitate partnership growth by exploring opportunies to expand exisng partnerships and scope of new partners guided by assessments analysis and due diligence; Present recommendaons to senior management and ensure follow-up.
12. Contribute to the preparaon of partnership proposals strategic agreements joint strategies and/or MOU taking into account corporate norms processes and external regulaons; Ensure quality control of content by engaging with relevant funconal units RBs and COs.
13. Use socio-polical insights to support WFPs effecve posioning vis-Ã -vis naonal governments regional and internaonal instuons with the aim to influence the policy agenda.

Deliverables at the end of the Contract:
Timely submission of ECHO funding proposals and mobilisaon of resources for the assigned area.
Idenficaon of new opportunies for EU development funding end expanded engagement with relevant Commission services.
Essenal requirements:
Extensive experience working within the UN and/or the EU at HQ and/or in the field.
Robust understanding and knowledge on EU strategies and priories especially those related to humanitarian aid and development funding.
Demonstrated experience in developing partnerships with EU and managing EU contribuons.
Solid understanding of WFP programme and emergency operaons at the country level.
Experience in designing and managing resource mobilizaon processes negoang contract terms and providing resourcing advice to senior management. Familiarity with engaging a complex and demanding donor.
Minimum five or more years of relevant professional work experience in partnership roles.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Educaon:
Advanced University degree in Polical Science Internaonal Development Development Economics Internaonal Relaons Law Markeng Communicaons or other relevant field or First University degree with addional years of related work experience and/or trainings/courses.
Language:
Excellent command of spoken and writen (level C) in English language. Fluency in French and/or Spanish is preferred but not mandatory.
