Mission Overview
This is a strategic mission within the ICT Department of a federal public agency launched as a vital initiative supporting a large-scale governmental restructuring and the creation of a unified Directorate for Migration.
The agency aims to professionalize and modernize data exchanges across its various internal applications and external data sources with a key focus on enhancing reporting data consolidation and analytics capabilities. The chosen technical strategy involves designing and implementing a centralized data layer.
Additionally the agency is actively participating in a major multi-entity digitalization program that sets up optimization efforts across several national immigration and legal light of the departmental merger the overarching objective is to define a unified collaborative TO-BE enterprise architecture that bridges this multi-entity program with the agencys existing internal systems.
To successfully execute these strategic and tactical initiatives the agency requires an external Enterprise / Business Architect to provide high-level architecture expertise.
Core Objectives
The Enterprise Architect will be responsible for creating a comprehensive inventory of all core applications and mapping every data stream within the agency as well as data flows with external public partners and social security registers. A significant portion of this data is securely hosted within an enterprise data warehouse.
Leveraging this comprehensive AS-IS mapping the architect will design and propose a targeted TO-BE solution to build a Centralized Data Layer. This layer will achieve two main goals:
- Advanced Reporting & Consolidation: Enable the agency to easily generate business intelligence reports and cross-reference available data via consolidated robust databases.
- Program Integration: Optimize the agencys alignment and participation in the broader multi-entity transformation program by simplifying internal data flows and centralizing data exchanges.
Key Responsibilities
- Business Architecture: Establish a formal business architecture framework at a tactical and strategic level to ensure a seamless alignment between the application/data layers and the business units. This includes building and maintaining the enterprise Capability Map.
- Application Layer: Design inventory and analyze the current state (AS-IS) and target state (TO-BE) of the overall application landscape.
- Data Layer Architecture: Map out the AS-IS and TO-BE relationships integrations and dependencies between applications and data streams. Propose concrete optimization strategies via a Centralized Data Layer strictly aligning with current architectural foundations (Azure Data Warehouse and PowerBI) while collaborating closely with Internal Software Architects and the Head of Data & Analytics.
- Documentation Lifecycle: Analyze existing documentation identify information gaps and establish a clear action plan to elevate technical and architectural documentation to enterprise standards.
- Synergy & Gap Analysis: Evaluate structural synergies and gaps within the internal architecture mapping out potential optimization paths in direct alignment with partner program architects and the broader federal framework.
- Working Group Participation: Initially this role will be actively deployed within the Support Services Working Group to help establish the new unified directorate spanning the following corporate domains: ICT HR Facilities/Logistics and Finance/Procurement.
Note: Deliverables and assignments will be continuously refined and adapted in mutual consultation to meet evolving project priorities and organizational necessities.
