Duties & Role:

  • Coordinating and monitoring the development and implementation of plans and projects allocated by the Agencys Footprint Adaptation Programme Manager;
  • Chairing internal and external review meetings and reporting project status to senior management;
  • Developing and leading the change management initiative in coordination and along the line set by the Agencys Transition Manager at each location and
  • Preparing and coordinating infrastructure implementation plans as required for the development and delivery of the Infrastructure projects;
  • Coordinating the development of the Site Master Development Plan in consultation with the Host Nation (HN);
  • Coordinating the development and implementation of the O&M support framework for the new infrastructure in consultation with the HN and Agencys SMEs;
  • Coordinating with Host Nation to ensure the delivery of the new buildings and related services are aligned with the Agencys requirements.

Specific Working Conditions: The incumbent duty location will be Brussels. Potential TDYs (1 to 2 times a week) to Mons for an extended period of time. The activities will be generally carried out in normal office environment. During implementation stages the activity can be carried out in construction areas which requires the use of Individual Protection devices and compliance to specific norms and regulations.



Requirements

Skill Knowledge & Experience:

  • The candidate must have a currently active NATO SECRET security clearance
  • University level qualification in a related discipline (Civil/Mechanical or Electrical (High voltage) Engineering) or an equivalent education combined with an appropriate amount of relevant professional experience;
  • Minimum 10 years of experience as a senior project manager for large office redevelopment projects on behalf of the end user in an international organisation or a national public administration (civil or military).
  • Good knowledge of techniques for planning monitoring and controlling programmes.
  • Good understanding of the procurement process including negotiation with third parties.
  • Good knowledge of programme and project management methods.
  • Good knowledge of budgeting and resource allocation procedures.
  • Experience in programme management at major unit or executive level.
  • Ability to produce succinct well-structured and effective staff papers presentations and correspondence.
  • Excellent written and verbal skills with a proven ability to write English to a very high standard.
  • Ability to facilitate/present with strong persuasion to secure buy- in and highly effective negotiating skills to achieve desired outcomes including business growth.
  • Ability to multi-task manage time and work effectively under pressure while producing high-quality products under short-notice deadlines.
