Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATOs member countries and its partners. The agency was established in 2012 and is headquartered in Brussels Belgium.
The NCIA provides a wide range of services including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATOs communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATOs military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATOs mission to detect deny and defeat threats to its communication networks.
- Information Management: The NCIA manages NATOs information technology infrastructure including its databases applications and servers.
Overall the NCIA plays a critical role in ensuring the security and effectiveness of NATOs communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATOs principal C3 capability deliverer and CIS service provider. It provides maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV and when required stand together in the face of attack under Article V.
To provide these critical services in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorises: NATO International Civilians (NIC)s Military (Mil) and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background
The Cyber and Digital Transformation Division (CDT) oversees all aspects of cyber and digital transformation across the entire NATO enterprise and is the principal institutional engine for advancing the Alliances agenda on those issues.
The division also coordinates on all aspects linked to countering hybrid actions. As a fully integrated civilian-military Division it combines the strategic insight of the International Staff (IS) with the operational expertise of the International Military Staff (IMS) enabling coherent credible and actionable advice to NATOs senior decision-making bodies.
The Digital Readiness and Operations (DROP) Section aligns digital enablers with operational requirements and ensures in close coordination with the Capability Development and Plans Directorate that resilient interoperable and mission-focused digital capabilities and services are effectively supporting Alliance readiness. This overarching objective is accomplished by providing executive support for the execution of the governance and the implementation of programmes and initiatives involving federation and interoperability of digital capabilities; governance support for the execution Education Training Exercises and Evaluation (ETEE); and leading NATOs efforts in Radio Frequency Spectrum (RFS) availability and management.
Role Duties and Responsibilities
- Business Continuity Process Support
- Acts as the staff lead and CDT PoC for all Business Continuity (BC) aspects regarding CDT Business Continuity within NATO HQ and its CISO role for the NATO Enterprise.
- Sets direction and requirements regarding Business Continuity for ICT and defines the NATO Enterprise part of Business Continuity maturity.
- Integrates the BC Programme of Work for all CDT relevant topics especially on Maturity Discipline BIA S&R and CIS.
- Redrafts and updates the existing NATO Enterprise Directive on Business Continuity for Technology.
- Updates and redrafts the related Maturity Model as necessary.
- Executive Advisory
- Provides continuous high-quality executive advice to CDT leadership on the ongoing work of the BCAG including current and upcoming BC challenges.
- Provides support to BCISOA to enable and facilitate risk-based decisions for the NATO Enterprise.
- Education Training Exercises and Evaluation (ETEE)
- Provides BC expertise and supports the execution of ETEE accomplished or supported by CDT in relation to the BC Discipline.
- Lessons Learned Management
- Captures assesses and provides BC expertise for lessons learned/lessons identified (LL/LI) from exercises training events and operations containing BC topics.
- Capability Development & Defense Planning
- Provides BC expertise in ICT Capability Development and Defense Planning (C3 domain).
- Ensures the Business Continuity by design approach is reflected in CDT advice for CPPs JSAs URs NDPP etc.
- Reporting & Briefings
- Prepares CDT contributions and regular deliveries for monthly BCAG meetings the annual BC Conference the annual BC Board and the BC Report to the Secretary General.
- Ad-Hoc Support
- Provides support to unforeseen urgent requirements as necessary.
Essential Skills Experience and Certifications
- Minimum of 2 years of previous knowledge and experience with Business Continuity with a specific focus on the ICT domain.
- Proven expertise in business continuity management within ICT domains.
- Mandatory Certification: ISO 22301 Fundamentals of Business Continuity & Resilience certification.
- Strong stakeholder management skills; ability to act as a point of contact distribute tasks on behalf of leadership and collect/aggregate contributions to deliver requested products.
- Proven ability to set up and direct meetings and workshops.
- Excellent organizational communication and interpersonal skills.
Desirable Skills Experience and Certifications
- Experience with Business Continuity specifically within the context of the NATO Enterprise.
- Familiarity with NATO operational structures protocols and security requirements.
Working Location
- NATO Headquarters in Brussels Belgium.
Working Policy
- Full time on-site.
Travel
- Some travel to other NATO sites may be required.
Security Clearance
- Valid National or NATO Secret personal security clearance.
