Testing & Commissioning Engineer

Job Summary

T&C Engineer – Electrical responsible for testing and commissioning of electrical systems protection and

control panels numerical protection relays substation automation systems SCADA/RTU metering systems

and associated electrical equipment for oil & gas power infrastructure and industrial projects. The role

involves preparation and execution of testing procedures relay configuration and functional testing control

scheme verification loop and continuity checks FAT/SAT site commissioning troubleshooting technical

reporting and coordination with clients vendors construction and engineering teams to ensure safe reliable

and successful project completion.

Roles & Responsibilities

- Plan supervise and execute testing and commissioning activities for electrical protection control

relay and automation systems.

- Perform testing and commissioning of numerical protection relays for transformer line busbar feeder

generator motor and other electrical protection schemes.

- Configure and functionally test numerical protection relays using manufacturer-specific software and

test equipment.

- Perform secondary injection testing and verify protection relay characteristics settings logic alarms

trips measurements and indications.

- Conduct comprehensive protection scheme checks and verify interlocking and tripping logic as per

approved drawings and protection philosophy.

- Perform testing of Control & Relay Panels (CRP) Local Control Cabinets (LCC) Interface/Relay Panels

Protection Panels and associated electrical panels.

- Conduct point-to-point continuity insulation functional alarm event measurement and interlock

checks.

- Perform testing and commissioning of Substation Automation Systems (SAS) SCADA RTU and

associated communication interfaces.

- Verify SCADA/RTU signals including status commands alarms measurements events and control

functions.

- Configure and verify communication protocols including IEC 61850 IEC 101 IEC 104 Modbus TCP/RTU

and Ethernet-based communication systems.

- Perform testing of bay-level control and interlocking schemes for breakers isolators earth switches

and associated equipment.

- Perform loop checks and functional testing of measuring instruments and field signals where

applicable.

- Prepare and execute FAT SAT pre-commissioning commissioning and performance test procedures.

- Review approved drawings protection settings control schematics logic diagrams wiring diagrams and project specifications prior to testing. - Prepare test cases testing methodologies inspection and test plans method statements and commissioning procedures. - Review and verify protection control relay SAS SCADA and panel drawings prior to site execution. - Identify discrepancies between approved drawings and actual site installation and coordinate corrective actions. - Troubleshoot protection control communication and automation system issues during testing and commissioning. - Coordinate with engineering teams for resolution of design-related technical issues identified during testing. - Coordinate with clients consultants vendors construction teams and subcontractors for testing and commissioning activities. - Prepare detailed testing commissioning FAT SAT inspection and punch-list closure reports. - Maintain proper records of test results relay settings calibration records test certificates and commissioning documentation. - Provide technical support during energization start-up and handover activities. - Support retrofit modification upgrade and replacement activities for existing protection and control systems. - Lead and guide testing technicians and junior engineers during project execution. - Ensure testing and commissioning activities are completed within approved project schedules and quality requirements. - Ensure compliance with applicable IEC IEEE NFPA client specifications and project-specific standards.

QHSE Responsibilities

- Ensure all testing and commissioning activities are carried out in accordance with applicable QHSE

standards procedures and project requirements.

- Ensure electrical isolation LOTO permit-to-work and safe testing practices are followed before

commencement of testing activities.

- Participate in HAZID risk assessments toolbox talks and site safety meetings as required.

- Prepare and review Job Safety Analysis (JSA) Risk Assessments and Method Statements for testing

and commissioning activities.

- Ensure appropriate safety precautions are implemented during high-voltage and electrical testing

activities.

- Maintain proper test records inspection documentation and quality records for project traceability.

- Identify unsafe conditions and immediately communicate and rectify potential hazards.

- Support site quality inspections NCR resolution punch-list clearance and final project handover.

- Participate in QHSE training programs toolbox talks and continuous improvement initiatives.

Job-Specific Education & Certification

Education

- Bachelor’s Degree in Electrical Engineering Electrical & Electronics Engineering or equivalent.

- Diploma in Electrical Engineering may be considered based on relevant testing and commissioning

experience.

Certifications

- Relevant certification/training in electrical protection relay testing and commissioning is preferred. - Training/certification in numerical protection relay configuration and testing is preferred. - Training in IEC 61850 SAS/SCADA RTU and industrial communication protocols is preferred.

Job-Specific Competencies

- Strong hands-on experience in electrical testing and commissioning.

- Strong knowledge of numerical protection relays and electrical protection schemes.

- Proficient in testing of Control & Relay Panels Protection Panels LCC SAS SCADA and RTU systems.

- Strong knowledge of transformer line busbar feeder generator and motor protection schemes.

- Experience in relay setting verification secondary injection testing functional testing and scheme

testing.

- Knowledge of Substation Automation Systems and Distribution Automation Systems.

systems.

- Ability to perform control scheme verification point-to-point checks continuity checks interlock

checks alarm/event verification and functional testing.

- Experience in FAT SAT pre-commissioning commissioning start-up support and performance

testing.

- Ability to read and interpret electrical single-line diagrams protection schematics control wiring

diagrams logic diagrams and panel drawings.

- Strong troubleshooting and fault-finding capabilities.

- Ability to prepare test procedures test cases commissioning reports and technical documentation.

- Experience with relay and testing platforms including ABB Siemens SEL GE Schneider/Alstom ZIV and

related software.

- Familiarity with testing equipment such as Omicron Doble Freja Sverker and other relay test kits.

- Proficient in relevant engineering/testing software such as PCM600 DIGSI MiCOM S1 EnerVista

AutoCAD and relay-specific configuration tools.

- Familiar with project execution from testing preparation through commissioning energization and handover.

- Ability to lead multidisciplinary site teams and coordinate with clients consultants vendors and contractors.

Experience

- Minimum 10-12 years of relevant experience in electrical design engineering in oil & gas Infrastructure

or Industrial Projects
