Job Family Level: Level 4 Job Family: Safety (HSE) Job Family Title: Supervisor – HSE Organization Role: HSSE Supervisor - EPIC Department/Code Health Safety Security and Environment – (Allocation Code) Location: Project Site Base Reports to: Project HSSE Manager Direct Reports: Project HSSE Officer Overview: Jobs at this level form a multi-disciplinary team carrying-out inspections within a dedicated area of project activity to ensure implementation and compliance with approved QCON Corporate Safety Procedures and any additional project - specific requirements set out in the contract. Key Accountabilities: • Review site/ project specific HSE policies and procedures and ensure proper implementation and compliance to contract requirements • Take necessary action within level of responsibility for rectifying breaches of procedures or newly identified hazards. • Undertake inspections tours in areas of responsibility to ensure implementation of and adherence to the procedures set out • Prepare and submit daily activity reports including inspection findings and issues with the recommended corrective action. • Prepare HSE documents including Method Statements work permit procedures and safety equipment requisitions to ensure compliance with established standards. • Liaise with other disciplines in assigned area to maintain updated HSE records and ensure HSE support is available during operational activities. Briefing of duties and responsibilities: • Ensure all department activities are performed safely productively in the most efficient and cost-effective manner in close co-operation with relevant departments and continually seek improvements in the work systems. • Ensure the department’s compliance with the Company’s established policy and procedures including Quality Health Safety & Environmental local legislation and client requirements. • Provide safety and loss prevention information support and mentoring for Operation personnel and other internal; 2 Page HSSE JOB DESCRIPTION HSSE-JD-015 Rev1 clients to ensure the safe and hygienic conduct of work and provide advice regarding special operations • Ensure safety equipment and facilities are maintained in optimum working condition by developing and implementing inspection and preventative maintenance programs and maintaining efficient record keeping system of all equipment under his responsibility and recommend the replacement of faulty equipment. • Participate in the Client’s HSE procedures governing the Permit to Work system and provide independent monitoring by reviewing selected permits issued by the Operations personnel or Client. • Plan co-ordinate and supervise the day-to-day activities of the onshore Safety Officers • Provide safety and loss prevention information support and mentoring for Operation personnel and other internal clients • Ensure safety equipment and facilities are maintained in optimum working condition by developing and implementing inspection and preventative maintenance programs and establishing efficient record keeping system. • Assist in the development of safe operating and emergency procedures manuals bulletins and safety publications. • Participate in incident control during emergencies or incidents. • Lead or assist in investigations into near misses property damage injury occupational illness and spills / loss of containment ensuring that database records of such incidents are maintained. • Assist in development and conduct of safety training courses / inductions and participate in training and development of Project Safety Officers. • Conduct regular safety inspections / audits of project site and equipment during construction and commissioning and participates in audits of safety program implementation. • Ensure Induction training sessions on company’s & HSSE Management System to newly arrivals and update training modules on any changes in OH&S & EMS is strictly enforced. • Ensure that Project/Facility HSE Tracking register are updated & resolved/closed within the time frame set. • Aid project/facility discipline supervision during execution of their respective assignments and recommends ways to execute the work in the safest possible manner • Collate and prepare data required for Project/Facility HSSE Performance Management Review Meeting for HSSE. • Exercise authority at the level determined by management for the position • Promote and demonstrate commitment to the Company's Quality Health Safety and Environment philosophy and objectives & targets. 3 Page HSSE JOB DESCRIPTION HSSE-JD-015 Rev1 • Be focused on the needs of the customer / client and strive to exceed their expectations. • Keep abreast of new technology developments safe working practices government regulations and relevant international codes of practice in the safety and loss prevention field • Ensure the accurate and timely completion of required reports and schedules • Perform related duties as assigned by the superior. Qualifications/Experience Specific skills and knowledge: • . in relevant Engineering or relevant HSE qualifications with minimum 8 years’ relevant experience in EPIC and Oil Gas & Petrochemicals plants • For Supervisors minimum 3 years’ related experience in supervisory role in EPIC projects • Professional Safety accreditation with an internationally recognized body (Nebosh/ IOSH or equivalent) • Good knowledge and awareness of other project discipline activities • Fluent in English (writing speaking and listening) and ability to review update and create policies and procedures • Good co-ordination and presentation skills • In-depth knowledge of international safety codes and standards • Computer literacy.
