ملخص الوظيفة

We are seeking an experienced Estimation Manager to lead the estimation and pre-contract tendering function for major
construction and infrastructure projects in Qatar. The successful candidate will be responsible for managing the complete
tendering process from quantity take-off and BOQ preparation through subcontractor evaluation cost planning commercial
review tender strategy and final submission. The role requires strong technical commercial contractual and leadership
capabilities together with extensive experience in complex construction projects.
Key Experience Requirements
• Extensive experience with an international prime/main contractor.
• Strong GCC construction experience preferably with significant Qatar exposure.
• Proven experience on complex projects valued at USD 200 million or above.
• Experience in major construction and infrastructure sectors including airports and aviation infrastructure; rail and
transportation projects; bridges and major civil infrastructure; data centres and mission-critical facilities; luxury 5-star hotels
and residences; commercial high-rise towers preferably 50 floors; ports and marine infrastructure; and military and
strategic assets.
• Strong exposure to structured international tendering commercial management and contractual processes.
Educational Qualifications
• . / B.E. in Civil Engineering from UK/US Accredited university.

Nationality : Preferably western candidates :
• Additional qualifications in Quantity Surveying Construction Management Commercial Management or related disciplines
will be advantageous.
Key Responsibilities
• Estimation & Quantity Take-Off: Lead detailed quantity take-offs and preparation of accurate BOQs; perform BOQ coding
and cost estimation using CCS/Candy; develop cost build-ups unit rates and productivity-based pricing; review drawings
specifications scope requirements and contractual documentation.
• Tender & RFQ Management: Prepare comprehensive and bespoke RFQ packages comprising specifications drawings
BOQs scope of work contractual requirements and commercial conditions; manage the complete tendering process from
initial review through final submission.
• Subcontractor & Supplier Evaluation: Prepare and issue enquiries; conduct meetings with subcontractors and suppliers;
evaluate methodology sequence programme scope specifications contractual compliance plant equipment and
logistics; prepare technical and commercial comparison tables.
• Contracts & Commercial Coordination: Coordinate closely with the Contracts Department to ensure appropriate
back-to-back contractual provisions; ensure fixed-price/lump-sum requirements and applicable escalation mechanisms are
properly incorporated; identify contractual legal commercial and financial risks.
• Cost Risk & Commercial Strategy: Develop and execute bid-winning strategies; establish target cost per square metre
unit rates and required margins; review direct and indirect costs risk allowances overheads profit escalation finance costs
and taxes; identify value-engineering and cost-optimization opportunities.
• Plant Equipment & Logistics: Ensure plant and equipment requirements are properly identified and priced; account for
laydown areas work yards temporary facilities logistics and associated costs.
• Tender Team Leadership: Lead and coordinate multidisciplinary tender teams; allocate responsibilities; establish tender
schedules; monitor progress; improve team efficiency accountability and quality of output.

• Management Reporting & Tender Committee: Prepare and present weekly tender reports to senior management / Board
of Directors; report on tender progress pricing commercial risks project exposures target margins and outstanding issues;
participate in and lead final tender review meetings with the Tender Committee.
• Final Tender Compilation & Submission: Ensure accurate compilation of direct costs indirect costs risk overheads
profit escalation finance taxes contingencies assumptions and clarifications; conduct final quality checks and manage
online and physical tender submissions.
Technical & Professional Competencies
• Strong knowledge of construction estimation and tendering processes.
• Advanced experience in CCS/Candy.
• Strong BOQ preparation and quantity take-off capabilities.
• Excellent understanding of construction methodologies and sequencing.
• Strong commercial and contractual awareness.
• Experience with lump-sum and fixed-price contracting.

Preferred Professional Background
Preference will be given to candidates with experience in Tier-1 international construction and infrastructure
organizations and exposure to sophisticated multidisciplinary tendering environments. Experience with major international
contractors and complex GCC projects will be highly advantageous.
