BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

In its Country Strategic Plan (CSP) for 2023-2027 WFP Jordan Country Office (JOCO) has designed a key activity that will provide capacity strengthening support to the Government of Jordan in disaster risk reduction (DRR). This critical activity is represented by Activity 7 in the CSP and it focuses on providing tools systems and trainings to enhance the government capabilities in disaster risk reduction. It is embedded in the CSP Strategic Outcome 4: National and subnational institutions in Jordan have increased capacity to coordinate manage and monitor food security and nutrition programmes and respond to shocks by 2027.

A number of priorities have been identified for JOCO to collaborate with the Government of Jordan to enhance its DRR capacity namely: long term capacity building for Jordans national DRR actors enhancing drought management seasonal forecasting development and piloting of anticipatory actions protocols and facilitating south-south learning exchanges for technology and knowledge transfer etc.

A critical component of this work to integrate DRR initiatives into WFPs Climate Resilience interventions represented under Activity 5 of the CSP. Further WFP works closely with line ministries and agencies that make up Jordans National Drought Committee. The most active ministries and agencies that make up the committee include the Ministry of Water and Irrigation (MWI) Ministry of Agriculture (MoA) National Agricultural Research Institute (NARC) Jordan Meteorological Department (JMD) the Ministry of Environment (MoEnv) the Ministry of Health (MOH) the Department of Statistics (DOS) and the University of Jordan. WFPs corporate tool Platform for Real-time Impact and Situation Monitoring (PRISM) has been configured for drought monitoring in Jordan and institutionalized within several institutions. With drought monitoring capacity established in 2025 WFP began institutional capacity building on seasonal forecasting. Looking forward WFP Jordan Country Office seeks to consolidate and expand the monitoring and seasonal forecasting systems strengthening and capacity building done to the near term JOCO seeks to help build an anticipatory system for climatic shocks in particular drought. This entail integrating Anticipatory Action (AA) actions module within the PRISM platform developing an anticipatory action plan for Jordan executing initial key steps for establishment of an AA system and provide support to JOCO staff and national counterparts.

Recently WFP and the United Nations Development Programme (UNDP) have joined forces in supporting the government develop a National climatic Multi-Hazard Early Warning System in Jordan this flagship project is in the preparatory phase and targeting GCF financing. Additionally WFP is in the preparatory phase of supporting the Government of Jordan in strengthening the Food Security Early Warning planning processes and readiness as well as supporting the shock-responsive social protection efforts. All require coordination and partnership with numerous local national and international partners and provision of technical and policy advice.

WFP is seeking support of a Programme Policy Officer who will be responsible for managing ongoing work in the DRR portfolio as well as supporting planned future initiatives. She/he will report to the Programme Policy Officer Climate Resilience. The incumbent should operate with a high degree of initiative and independence while also demonstrating the ability to cooperate with external partners and internal WFP teams to ensure that objectives are achieved. The incumbent is involved in a wide variety of programme and policy activities and analytical work some of which may be of a considerable complexity.

ACCOUNTABILITIES/RESPONSIBILITIES:

Within delegated authority the Programme Policy Officer DRR will be responsible for the following duties:

  • Conceptualize design and implement DRR integrated technical assistance packages in close collaboration with the requesting governmental bodies and a wide array of relevant partners.
  • Articulate and maintain WFPs value proposition in the DRR landscape.
  • Establish and nurture partnerships with relevant institutional stakeholders (National Center for Security and Crisis Management Jordan Meteorological Department Ministry of Water and Irrigation Ministry of Agriculture National Agricultural Research Center Ministry of Environment Specialized research centers and Academic Cities and Villages Development Bank etc.) international stakeholders (UN Agencies bilateral and multilateral development agencies Green Climate Fund etc.) and others as guided by design and implementation of activities.
  • Strengthen the connection between WFPs DRR technical assistance and other organizations projects and initiatives to optimize convergence concentration coverage and ultimately maximize the impact of interventions.
  • Lead on the implementation of the DRR technical assistance packages to government partners (technical guidance and training partnership management project management etc.)
  • Lead on the evidence generation agenda in close collaboration with WFPs M&E unit in order to measure the benefits of WFPs DRR capacity strengthening interventions.
  • Strengthen the connection between WFPs DRR interventions with other WFP activities as elaborated by the CSP with a special focus to design and implement interventions that build upon and leverage the work conducted under CSP activity 5 which focuses on climate adaptive support to small holder farmers and pastoralists.
  • Actively participate and contribute to national inter-agency processes and working groups/platforms communities of practice related to DRR and climate change to ensure collaboration and alignment among agencies.
  • Coordinate with other WFP programme units and their activities for example WFP Activity 2 related to shock responsive social protection.
  • Prepare quantitative and qualitative reports and communication materials conduct briefings on initiatives and projects and organize after-action reviews and document lessons learned and best practices in DRR programming.
  • Perform other related duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced University degree in Environmental Science and Engineering; Emergency or Disaster Management; Agriculture; Social Science or another relevant field or First University Degree with additional years of related work experience.

Experience: At least three years of experience for the candidates holding an advanced university degree and five years of experience for candidates holding a first university degree. Experience in building and maintain partnership at the institutional level and working with a broad array of stakeholders including national government counterparts UN organizations bilateral and multilateral development agencies. Experience in climatic disaster risk reduction; in particular in facilitating designing and overseeing technical assistance and capacity strengthening programs and provision of policy recommendation. Experience working with the entire project cycle from design to management to monitoring and evaluation. Experience in working with the Green Climate Fund and donor agencies. Experience applying disaster risk management strategies to current/future climate related emergencies. Previous experience working with NCSCM and JMD is desired.

Knowledge & Skills:

  • Excellent communication skills both verbal and in writing.
  • Ability to coordinate and communicate with government counterparts and other stakeholders.
  • Ability to negotiate with tact and build policy dialogue with government and partners.
  • Familiarity with Early Warning for All initiative (EW4All) Anticipatory Actions design DRR financing food security principles and demonstrated knowledge of international DRR landscape and frameworks.
  • Familiarity with relevant components of Jordan National Disaster Risk Reduction Strategy and priorities.
  • Strong project design and implementation skills
  • Strong teamwork skills that enable establishment of effective working relations with persons of different national and cultural backgrounds.
  • Ability to work constructively under short deadlines.

Languages: Fluency in spoken and written English and Arabic languages
