On behalf of our Tanzania based client we are looking for a competent and experienced H&S Advisor.
About EACOP
EACOP is a 1443km crude oil export pipeline that will transport Ugandas crude oil from Kabaale Hoima in Uganda to the Chongoleani peninsula near Tanga port in Tanzania. Worley will support EACOP partners led by international French company Total Energies through the execution and delivery of the project.
JOBBRIEF.
Plans and associated support documents. Monitor H&S alignment with approved Plans and build / maintain solid relationships by proactively engaging with Company Partners and Contractors. The role will participate in project Go / No-go H&S reviews for project mobilisation supporting contractor HSE assessments evaluations and pre-qualifications as required. Provide support and participate within H&S Risk Assessments and monitoring of sites and offices to verify implementation of HSE Management Program. The H&S Advisor reports to the H&S Lead
KEY DUTIES AND RESPONSIBILITIES
Role and Responsibilities.
- Directly supporting the EPcmC staff & the CONTRACTORs ensuring delivery of the Pipeline and associated AGI MST facilities and EITS infrastructure are on-time and to budget.
- To provide on the job training and coaching to local content personnel liaising either directly or indirectly with training providers to ensure training is provided and performance monitoring of such.
- Implement use and communicate safe work practices on and off the project sites.
- Communicate and mentor the Worley principles of Life and Zero Harm into the EACOP project delivery.
- Engaging and communicating the HSE roles & responsibilities to the project leadership and staff teams
- Liaise with Project R3 and ensure cross-functional coordination and engagement where required.
- Ensure that the HSE organisation and management systems processes are operating and compliant
- Review COMPANY CONTRACTORs HSE procedures processes and documentation such as SMPs SWMS SOPs etc.. to ensure minimum compliance to the Contract and HSE regulatory requirements.
- Perform specific focused HSE compliance audits/surveillance reviews as scheduled or necessary.
- Monitor manage and direct surveillance and inspection activities of EPcmC H&S advisors
- Monitor manage and report on the HSE activities of contracted 2nd & 3rd party inspection services.
- Expedite the field reporting on the status of Construction progress against agreed HSE KPIs.
- Maintain databases and record storage for HSE systems reports and compliance audits
- Proficient as lead representative for presenting HSE systems to internal and external auditors.
- Review and comment on COMPANY CONTRACTORS Safety inspection reports and act
- Monitor HSE compliance with the COMPANY CONTRACTOR document deliverables and data.
- Scheduling the H&S supervisors to attend and deliver site HSE moments Toolbox talks at site pre-starts
- Participate in Incident Investigation or Incident Reviews as required or requested
- Participate in H2SE Inspections Reviews or Assessments
- Attend regular scheduled project meetings as required and verify HSE metrics and KPIs tabled
- Manage and co-ordinate the surveillance and compliance reviews of COMPANY CONTRACTORS in accordance with the agreed surveillance plan and / or inspection and test plan (ITP) etc.
- Perform inspections of equipment/materials/installations to ensure HSE compliance.
- Work within a multi-cultural business framework and provide ethical and compliant support.
- Mentor exemplary behaviour regarding HSE Ethics and Company "Code of Conduct" policy.
Requirements
MANDATORY REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
- Preferably an internationally recognized HSE certificate combined with five (5) years field experience. Company may accept a local HSE certification combined with suitable field experience that support the execution of the onshore Pipeline and related AGI MST facilities and EITS infrastructure works scopes
- 5 years construction experience preferred
- Knowledge and understanding of HSE management systems
- Experience in reviewing HSE metrics to report accurate KPIs and potential non-compliance status back to the project management team
REQUIRED COMPETENCIES
- Competency within industry applications such as MS Office; Word Excel PowerPoint Visio
- Demonstrated knowledge of safety compliance risk controls and site HSE hierarchy
- Advanced written and spoken English
- A high focus on identifying and meeting the key project deliverables and HSE objectives.
- Knowledge of project HSE strategy and commitments regarding execution and field safety inspections.
- Knowledge within the interpretation of HSE plans policies and regulations.
- Knowledge of root cause analysis (RCA); data-driven decisions HSE risk analysis & analytical reporting
- Knowledge of PTW systems of work and the controls process for approvals
- Demonstrated communication skills including the ability to articulate safety concerns and solutions with teams consisting of individuals with various technical and educational backgrounds.
- Facilitate Incident investigations and assurance with regards actions identified
