Job Overview
The Project Controls Manager will lead a team of Planning Engineers and Planners to deliver a competitive advantage through detailed planning optimization and timely resource mobilization to ensure safe and successful shutdown execution. The role is responsible for managing planning activities cost control reporting and risk management while supporting stakeholders including the client Shutdown Manager and corporate management.
Key Duties & Responsibilities
Planning & Scheduling
Establish develop and maintain an efficient planning organizational structure.
Develop and maintain a Level IV resource-loaded schedule in Primavera covering the full project scope.
Prepare and maintain look-ahead plans and recovery plans aligned with shutdown requirements.
Ensure availability and tracking of work packs for the entire project scope including additional scope items.
Project Controls & Reporting
Implement systems and procedures to capture record and report project events in a timely manner.
Publish client and internal project progress reports and cost reports as per the agreed schedule.
Direct and guide the project management team on progress and cost performance.
Generate and maintain project cash flow forecasts and support estimation for positive cash flow.
Cost Management
Establish project cost structure and monitor costs using activity-based costing methods.
Maintain BOQ quantities for both in-house and subcontractor scopes.
Develop and implement discipline-wise productivity monetary systems.
Contract & Commercial Management
Review and define subcontractor scope ensuring work orders address anticipated risks on a back-to-back basis.
Follow up on all subcontract orders and purchase orders.
Maintain thorough understanding of contract scope and initiate variation orders contractual correspondence and notifications to the contracts department as required.

Education & Qualifications
Bachelor’s Degree in Mechanical Engineering.
Strong knowledge of Primavera scheduling.
High-level English communication skills (verbal written and comprehension).
Experience Requirements
Minimum 15 years of experience in the Oil & Gas industry.
Hands-on experience in scheduling major shutdowns with 2500 manpower.
Must have completed at least three (3) major shutdowns as Project Controls Manager.
Proven experience in writing contractual letters.
Minimum age: 36 years.
