Purpose of the position is to lead and coordinate monitoring and evaluation activities ensuring timely data collection analysis reporting and dissemination of findings to inform program design and implementation. The position also supports capacity building of WFP staff and partners and contributes to continuous improvement of M&E systems.

JOB TITLE:Monitoring & Evaluation Associate

UNIT/DIVISION: RAM

DURATION:12 months renewable

ORGANIZATIONAL CONTEXT


The position is based in Tindouf and reports to Head of RAM.

THE ROLE: To provide effective specialized support and technical analyses to policy and program activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive nor exhaustive):

  • Lead and supervise M&E field team promoting WFP values and fostering an inclusive respectful work environment while ensuring accountability for team performance.

  • Coordinate with internal and external stakeholders to ensure effective collaboration and timely implementation of monitoring activities including the development and execution of monthly monitoring plans and site visit schedules.

  • Support in managing the monitoring partners to ensure propre implementation of the field level agreement and expected deliverables are met.

  • Compile clean and manage monitoring data using digital tools; conduct in-depth analysis to generate actionable insights; prepare high-quality reports and dashboards to support operational decision-making; and present findings to relevant stakeholders in a clear and timely manner.

  • Engage in reflection sessions with internal and external stakeholders to interpret monitoring data and make improvements to activity designs and implementation.

  • Organize and support in debrief meetings to discuss recommendations improvements and actions for future monitoring and provide guidance to third-party monitors as needed.

  • Support maintaining WFP and M&E corporate systems and databases updated.

  • Support accountability to affected populations by following up on complaints received through hotlines and field monitoring coordinating with program focal points to address concerns promptly.

  • Contribute to the improvement of M&E systems and tools including reviewing monitoring forms updating SOPs and promoting the use of digital data collection tools and dashboards for automation and visualization.

  • Strengthen capacity of WFP staff cooperating partners and local authorities through training mentoring and knowledge-sharing initiatives to enhance monitoring and evaluation practices.

  • Perform other related duties as required including supporting evaluations learning agenda activities and documentation of success stories and lessons learned.

QUALIFICATIONS AND EXPERIENCE:


Education: Completion of secondary school education. A post-secondary certificate/degree in social sciences Economics Food Security Statistics Data Sciences Public Health/Nutrition Geography or other related fields.


Experience: Minimum six years of relevant progressive work experience. Minimum one year of experience in a supervisory role

Knowledge and Skills:

  • Proven knowledge abilities and skills in the area of M&E including advanced analytical skills and practical knowledge of how M&E data is collected compiled analysed and presented for management decisions programme adjustment and donor reporting.

  • Ability to work in a team and maintain effective work relationships with counterparts at national regional and headquarters level.

  • Willingness to build capacity of others through formal and informal training processes.

  • Ability to deliver results through efficient planning and organizing activities.

  • Strong analytical and problem-solving skills.

  • Good knowledge of UN system policies rules regulations and procedures.

  • Ability to effectively communicate orally and in writing.

  • Ability to proactively develop ones skills.


Language: Fluency (level C) in both spoken and written English and Arabic. French is a plus.
