BACKGROUND AND PURPOSE OF ASSIGNMENT

Social protection programmes are used by governments to reduce extreme poverty hunger and inequality. Most countries have at least one social protection scheme in place with many expanding their social protection schemes in light of recent shocks such as the COVID19 pandemic.

As a global leader in fighting hunger and malnutrition worldwide often in very difficult contexts the World Food Programme (WFP) is increasingly called upon by governments to support national social protection systems focusing on two areas: 1 To safeguard and foster food security nutrition and associated essential needs for the most vulnerable; and 2 To help manage the risks and shocks that households face as WFPs areas of comparative advantage and in line with efforts towards Sustainable Development Goal (SDG) Two: End hunger achieve food security and improved nutrition and promote sustainable agriculture.

Tocontinue responding effectively to challenging contexts while also contributing to longerterm efforts to end hunger WFP is in the process of strengthening its engagement in support of national social protection systems and safety nets supporting governments with technical expertise in the development of sustainable hungersmart and nutritionsensitive solutions that will support progress which includes providing technical advice and operational services aligned with national social protection strategies (when available) and frameworks.Through its triple role as a technical advisor service provider and complementary actor WFP is supporting government efforts to improve social protections as it works with governments to extend the coverage comprehensiveness adequacy and quality of national social protection systems to ensure that all people have access throughout their lives to strong national social protection systems that safeguard and foster their ability to meet their food security nutrition and associated essential needs and to reduce and address the risks and shocks they face.

JOB PURPOSE

This Vacancy Announcement seeks to identify suitable candidates tobuild a Roster of Social Protection International Consultantsfor several upcoming regional openings.Through this roster WFPs Regional Bureau in Cairo for the Middle East North Africa and Eastern Europe (RBC) is looking to support Country Offices in the region to expand their support to national social protection systems in the context of food security nutrition and emergency response Regional Bureau in Cairo (RBC) operates in 15 countries: Algeria Armenia Egypt Iran Iraq Jordan Lebanon Libya Moldova the State of Palestine Syria Tunisia Turkey Ukraine and Yemen.The Roster validity would be for 2 years and assignment durations could be shortterm 1 month) to midterm (maximum 11 months at a time).

KEY ACCOUNTABILITIES (not allinclusive)

Support the Country Office (CO) to shape social protection engagement in the country as outlined in the COs Country Strategic Plan (CSP):

  • Act as the CO social protection focal point ensuring strong cooperation between teams in the CO and liaising with Regional Bureau and HQ focal points as required.
  • Support COin developing the strategic direction and positioning of their engagement in specific social protection schemes and overall country social protection strategy in line with its Country Strategic Plans identifying opportunities for WFPs onward engagement.
  • Inform CO strategic and technical programme development fostering the integration of the work of relevant technical teams (for example vulnerability analysis cashbased transfers schoolbased programmes nutrition emergency preparedness and response planning IT).
  • Support efforts to build a policy dialogue on social protection with the host governmentand development partners and develop positioning and advocacy messages towards this.

Provide technical support to the Country Office on social protection and capacity strengthening

  • Provide technical advice on a wide range of social protection and safety nets programmes and policy issues related to analysis the choice of objectives activities transfer modalities the use of management information systems (such as for targeting registrationandcomplaints and feedback mechanisms) and the development of strategies to support governments efforts to address food security and nutrition issues through national social protection systems and make social protection systems more shockresponsive.
  • Enable crossfunctional support to social protection efforts tointegrate the work of relevant technical teams (vulnerability analysis cashbased transfers schoolbased programmes nutrition emergency preparedness and response planning) with regards to making social protection more food security and nutritionsensitive and shock responsive.
  • Assist government counterparts to identify and analyse policy problems and provide (or mobilize) support and technical expertise for the design and delivery of suitable socialprotection solutions;
  • Support CO efforts to develop programme proposals in line with their CSPs.
  • Support capacity strengthening of CO staff and government counterparts including through engagement with social protection initiatives such as TRANSFORM.

Support partnership development with International Financial Institutions such as the World Bank and related government and development partners

  • Support CO efforts in cultivating partnerships with relevant government counterparts for joint collaboration in social protection strengthening.
  • Support CO partnership development with development partners and International Financial Institutions such as theWorld Bank including the development of a roadmap of engagement towards that and articulation of opportunities for joint collaboration in the area of social protection.
  • Maintain a network of related national and international professional contacts.
  • Identify new funding opportunities and develop funding proposals at the country and regional levels as relevant.
  • Represent WFP in policy dialogue on social protection with key actors.

Support evidence generation capture andexchange.

  • Research and analyze a range of policy and operational issues to inform the development of country strategies programs and activities with a specific focus on social protection and safety nets.
  • Enabledocumentation of learning from support to social protection in the country to share and utilizeinternally and externally.
  • Support preparation and dissemination of timely analytical and critical analysis and information products or proposals for internal or external use including support commissioning of related research as required.
  • Support utilization of social protection learnings from within WFP as well as learnings from other social protection actors.

Crosscutting issues

  • Take responsibility for incorporating gender perspectives in all areas of work to ensure equal participation of women and men.
  • Other tasks as required and assigned by the supervisor or the senior management.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION:

Advanced University degree in Social Sciences Social Policy Political Sciences International Development International Affairs Economics Public Administration Public Policy or other field relevant to International Development assistance.

EXPERIENCE:

  • At least 5 10years experiencein social protection implementation in lowand middleincome countries. Higher years of experience are desired.
  • At least 3years experienceof working in or alongside government partners.
  • At least 3years experiencein national social protection systems including responsibility for liaising with different line ministries at national and decentralized levels.
  • Experience in the region is anasset.
  • UN or development partner experience especially with WFP UNICEF and the World Bank is an asset.

KNOWLEDGE & SKILLS:

  • A sound understanding of policymaking processes and the ability to distill operationally relevant recommendations/ lessons for governments and other partners.
  • Strong capacity for analysis learning research and innovation.
  • Capacity to foster strong crossagency collaboration.
  • Strong team working skills and ethos.
  • Good leadership and interpersonal skills.
  • The high degree of discretion and diplomacy.
  • Excellent communication skills verbally and in writing

LANGUAGES:

  • Working knowledge (proficiency/Level C) of English
  • Basic knowledge of Arabic French or Russianwould be a plus
