Background

Resource Pools (hereafter pool) gather staff in one common team which is organised and managed (but not necessarily physically located) at Head Office. The purpose of pooling is to improve efficiency equity access and flexibility. The teams should ensure that all country offices have predictable access to the same services and deliver them in an efficient way.

What we are looking for

As a part of the Global Team the role shares a collective responsibility to deliver the People and Organisation (P&O) services expected by the organisation. The partners will work flexibility to support each other and reallocate tasks based on their expertise and shifting workload/priorities and as directed by the Global Lead. The P&O Partner is responsible for providing strategic advice and guidance to Country Office (CO) Teams to ensure that optimal P&O strategies systems policies tools and practices are in place with the goal of delivering relevant high-quality support. The role contributes to P&O and CO-based contextualisation and development of policies procedures and guidance to ensure compliance with global standards. Furthermore it provides services and dayto-day operational support to COs on all relevant P&O functions including recruitment Duty of Care reward etc. The role will act as a thematic lead for an assigned area or project providing technical guidance and support to the Global P&O Team and senior management leading on policy review developing processes systems and tools and collaboration on cross cutting areas. The anticipated workload split will be 70% operational support 30% thematic/project lead.

What you will do

  • Provide strategic and technical support for assigned portfolio on P&O policies systems and processes ensuring alignment with organisational needs and supporting senior management.

  • Develop and maintain structured consultation mechanisms with country offices and people managers to review and improve P&O policies tools and operational frameworks.

  • Support country offices in workforce planning restructuring organisational design and planning to identify skill gaps and ensure workforce adaptability.

  • Facilitate knowledge sharing and continuous learning through lessons learned forums and communities of practice ensuring best practices are documented and applied.

  • Ensure compliance with P&O policies and standards maintaining quality assurance mechanisms tracking derogations and developing long-term solutions for operational challenges.

  • Act as the first point for clarifying existing practices and minimum standards and to escalate business cases for deviations or exceptional approvals from P&O management teams.

  • Review CO P&O policies strategies and SoPs. Raise for Global approval as per hierarchy and set procedures.

  • Drive cross-functional collaboration and strategic alignment fostering strong communication between P&O senior leadership and operational teams.

  • Coordinate with Global Reward team to address CO reward needs linked to salary scales benefits and allowances.

  • Collaborate with the Global Recruitment Centre to enhance recruitment and onboarding processes for international and senior national staff ensuring alignment with NRC standards.

  • Any other tasks as delegated by the line managers relevant to P&O

What you will bring

  • Bachelors degree in human resources management Business Administration or any other relevant specialisation.

  • Minimum 5 years of experience in Human Resources Management preferably in a humanitarian/recovery context. At least 3 years of this experience in a Regional HR role.

  • Previous experience of working in complex and volatile environments ideally with an international humanitarian organisation.

  • Proven experience in driving and implementing change.

  • Knowledge and experience of working with varied and complex labour laws.

  • Knowledge of fundamental P&O and Employee Relations principles.

  • Fluency in English both written and spoken.

  • Duty station:Remote Hosting countries/EOR countries approved by NRC Proximity to a set NRC Region.

  • Contract duration: Permanent

  • Travel:Approximately 20% to areas of operation

  • Salary/benefits: Grade 9 on NRCs salary scale
