BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Following the escalation of hostilities in October 2023 WFP scaled up operations to serve nearly 1.1
million beneficieries with food assistance inside Gaza. WFP has since been using various corridors to
deliver food assistance into Gaza including Jordan corridor. Even after 2 year of the escalation of the
hostilities the situation inside Gaza remains critical requiring continued humanitarian and emergency
support to support the essential needs of the people inside Gaza.
Jordan corridor represents a significant corridor to supply critical humanitarian aid into Gaza including
essential items to support the staff and office needs inside Gaza. WFP delivers between
MT of critical food and non-food items every month into Gaza through various entry points. With the
ceasefire and Gaza peace plan under implementation since October 2025 Jordan corridor is required
to scale up operations to augment the delivery of assistance into Gaza.
In order to ensure the operations continues to support the immense needs inside Gaza and in
coordination with the various WFP offices supporting Gaza response humanitarian agencies and
community government counterparts etc. WFP is ensuring adequate and appropriate staffing
structure is established in place.
The incumbent under the supervision of the Head of Supply Chain Jordan shall coordinate the overall
Logistics operations in Jordan with critical focus on support to Gaza response. The incumbent shall
support the Head of Supply Chain in coordinating the on-demand services and partnership and capacity
strengthening activities with various Jordan government authorities.
ACCOUNTABILITIES/RESPONSIBILITIES:
Lead the operational planning coordination and execution of the Jordan Corridor for the Gaza
Response ensuring efficient and compliant movement of humanitarian cargo through both
Government-to-Government (G2G) and Back-to-Back (B2B) modalities.
Develop operational forecasts to project pipeline coverage stock longevity and dispatch capacity
based on supplier output corridor congestion and border crossing status.
Oversee the uplift process from suppliers coordinating closely with the superintendent to ensure
cargo status documentation and readiness are in order prior to dispatch.
Coordinate the overall operational processes and set protocols required to obtain clearances and
facilitate cross-border operations and ultimately delivery of assistance into Gaza.
Coordinate convoy schedules in alignment with call-off plans ensuring commodities dispatched
match the allocation and prioritization approved by management and the Palestine Country Office
(CO).
Liaise with Palestine CO to align on dispatch sequences second-leg transport plans and receipt
tracking at final destinations.
Coordinate with local suppliers to synchronize production and uplift schedules in line with Gaza
pipeline priorities.
Maintain real-time visibility over all consignments under production uplift and clearance stages
providing analytical reports to guide operational decision-making.
Support scenario-based planning to manage potential disruptions in supply transport or border
operations.
Coordinate WFPs engagement with Jordanian government counterparts to support in enhancing
national emergency logistics preparedness and response capability.
Provide technical advisory support to strengthen institutional systems operational coordination
mechanisms and cross-border procedures in line with WFP and international standards.
Oversee WFP Jordans On-Demand Service Provision (ODS) and Service Marketplace (SMP)
within the Gaza Response ensuring services are aligned with partner needs and WFP costrecovery
principles.
Lead the preparation and review of Service Level Agreements (SLAs) Pro-Forma Invoices (PFIs)
and cost models for transport re-conditioning and handling services.
Support transparent reporting cost tracking and performance monitoring of service provision
activities to ensure compliance with WFP corporate policies.
Oversee the production and validation of weekly and ad-hoc operational updates covering uplift
progress supplier production export clearances convoy movements and overall corridor
performance.
Oversee and ensure data consistency between the Jordan Corridor RBC and Palestine CO
promoting integrated operational visibility and traceability.
Oversee the development and maintenance of operational dashboards and analytical tools to
support management decision-making and donor visibility.
Identify and manage operational risks related to transport clearances and supplier performance
developing mitigation measures in coordination with relevant units.
Oversee RITA processes for all On-Demand Service (ODS) activities ensuring accurate service
tracking cost recovery and compliance with WFP corporate procedures.
Any other duties as assigned.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Supply Chain Logistics Engineering Business
Management Transport Economics or other related field or First University
degree with additional years of related work experience.

Experience in devising project proposals concept of operations funding
proposals.
Experience in setting and establishing strategic alliances with authorities
donors commercial service providers and market.
Experience in port / surface transportation logistics management.
Experience in information management and preparing Management briefs.
Experience supervising teams if professional staff.
Languages: Fluency in English language. Knowledge of Arabic language is highly
recommended.
