JOB CONTEXT :
HI Palestine is currently operating as a stand-alone program under the authority of the Emergency Division with a dedicated governance framework adapted to the scale and complexity of the crisis.
Palestine Coordination is split between Jerusalem and Amman with a West Bank area office located in Ramallah and a Gaza area office in Gaza HI operates three offices: one in the central area (Zuwayda) one in the north (Gaza City) and one in the south (Khan Younis).
The missions operational strategy relies on 4 pillars: Health (Rehabilitation and P&O) Armed Violence Reduction Atlas Logistics and Education. Cross-cutting components include IHA MHPSS Protection Mainstreaming and DGA. The total budget for 2025 is expected to range between 8 and 12 million EUR.
YOUR MISSION:
Reporting to the Country Director (CD) as Operations Manager you ensure the effective implementation quality and coherence of HIs Palestine programme. You provide strategic and operational leadership directly supervise Area Managers and the EOD (Explosive Ordnance Disposal) Chief of Operation and coordinate closely with technical and support teams. The role supports compliance with donor requirements promotes harmonized tools and practices and strengthens project management capacities. You also contribute to strategic planning risk mitigation and the integration of cross-cutting priorities.
In this framework your main responsibilities are:
Responsibility 1: Operational Oversight and Strategy Implementation
- Lead the planning coordination and implementation of field operations in close collaboration with Area Managers ensuring alignment with the missions strategic and operational plans
- Translate programmatic strategies developed under THoPs guidance into feasible timely and efficient operational workplans
- Contribute to the contextualization of the country strategy ensuring that field-level realities and operational risks are appropriately considered
- Regularly assess operational risks and constraints and develop mitigation measures accordingly
Responsibility 2: Supervision and Support to Area Managers and EOD Chief of Operations
- Directly supervise Area Managers and EOD CoO providing guidance troubleshooting and strategic oversight to ensure consistent high-quality field operations.
- Promote strong field leadership staff well-being accountability and cross-area learning
- Ensure standardization of practices across field bases while allowing for contextual adaptation where necessary
Responsibility 3: Operational Coordination and Cross-Functional Integration
- Serve as the primary link between field teams and support services (logistics finance HR security) ensuring integrated planning and problem-solving
- Convene and lead monthly coordination meetings with Project Managers (PMs) Area Managers and support departments to review progress and address bottlenecks
Responsibility 4: Project Delivery and Compliance
- Closely with Area Managers and EOD CoO monitor implementation of all field-based projects to ensure activities are delivered on time within scope and budget and in compliance with donor and internal regulations
- Ensure that project implementation plans (work plans procurement plans distribution schedules etc.) are realistic and regularly updated
- Follow up on SitReps and other key reporting tools from Area Managers
Responsibility 5: Monitoring Tools and Standardization
- In collaboration with the THoP and MEAL Manager promote the use of harmonized planning and monitoring tools across operational bases
- Ensure tools such as workplans procurement plans and indicator trackers are in use well-understood by field staff and regularly reviewed
Responsibility 6: Contribution to Project Design and Feasibility
- Provide operational inputs during project proposal development including logistical feasibility access considerations and timelines
- Support the THoP in ensuring proposed interventions are realistically grounded in field capacities and constraints
Responsibility 7: Capacity Building and Leadership Development
Identify capacity-building needs of Project Managers and Area Managers on operational aspects of project management (planning logistics budget follow-up compliance)
Provide mentoring coaching and training as needed to strengthen field leadership and delivery capacity
CHARACTERISTICS OF THE POSITION:
- Amman: Security is stable in Amman and in most parts of Jordan
- Gaza Strip: In the current crisis the context remains volatile and may either improve or deteriorate in the coming weeks or months. The selected candidate will receive a thorough briefing on the context and security systems before deployment to Gaza.
- Due to the current difficulties in obtaining anauthorization to enter Gaza it is possible that the selected candidates will have to carry out part or all of their mission from Amman. This situation is beyond our control and beyond the responsibility of our organization.
RequirementsYOUR PROFILE :
- You have 5 years of experience in humanitarian emergency responses and at least 3 years of experience as Area Manager and/or Operations Manager
- You show good coaching and management skills
- You master the project cycle management as well as emergency donors
- You have a good ability to manage stress and a strong ability to support and advise your team
- Proficiency in spoken Arabic is a strong asset.
