Our client in the logistics and transportation sector is looking for an experienced and proactive HSE Manager to lead the health safety and environmental agenda for our fuel tanker and flatbed transport operations in Tanzania and the neighboring countries. The role involves ensuring compliance with Tanzanian regulatory standards enhancing driver performance and safety conducting route risk assessments overseeing training and managing the accident handling and insurance recovery process. Flexibility to work shifts and respond to emergencies is essential.
Responsibilities
- Ensure strict adherence to Tanzanian HSE laws including OSHA LATRA EWURA TBS NEMC and related fuel and cargo transport standards.
- Maintain all regulatory documentation: licenses inspection reports permits and safety certifications.
- Lead audits inspections and enforce companywide safety standards and corrective actions.
- Monitor and analyze driver behavior using telematics (speeding harsh braking fatigue).
- Conduct periodic driver evaluations and issue safety performance reports.
- Enforce corrective actions such as refresher training penalties or driver suspension if necessary.
- Conduct risk assessments for local and crossborder routes (e.g. road conditions theft zones black spots).
- Maintain a Route Risk Register with recommended mitigation.
- Coordinate with escorts marshals and local enforcement agencies where needed.
- Organize and conduct driver induction defensive driving fire safety spill management and emergency drills.
- Deliver regular toolbox talks and promote behavioral safety initiatives.
- Update training content as per changing laws fleet composition or incident trends.
- Lead immediate response and root cause investigation of any accident spill or nearmiss incident.
- Collect witness reports dashcam footage GPS logs and driver statements for each case.
- Prepare detailed incident reports and submit to management insurance and authorities as needed.
- Coordinate postincident assessments and fleet inspection checks before releasing units back on the road.
- Liaise with insurance providers for accident claims thirdparty involvement and documentation support.
- Ensure timely submission of accident reports cost estimates repair quotes and required paperwork.
- Follow up on claim approvals recovery payouts and maintain a claim tracking log.
- Work with finance and legal teams to manage excess payments liability issues and reimbursements.
- Ensure all units meet LATRA compliance and safety inspection standards: reflectors extinguishers spill kits first aid boxes etc.
- Conduct random yard and roadside inspections to ensure HSE readiness.
- Support workshop team in safety checks postaccident or breakdown repairs.
- Be oncall for emergencies including accidents spillages and breakdowns.
- Work rotating shifts including weekends nights and public holidays.
- Provide support during longdistance or borderrelated operations when risk is elevated.
Requirements
- Bachelor s Degree or Diploma in Occupational Health & Safety Environmental Science Transport or Mechanical Engineering.
- Minimum 5 years experience in HSE roles related to fuel or logistics/transport operations.
- Indepth knowledge of Tanzanian safety regulations crossborder logistics risks and compliance processes.
- Experience handling insurance claims accident recovery and incident documentation.
- Proficient in MS Office (especially Excel) and comfortable using fleet tracking incident reporting or ERP systems.
- Certification in Defensive Driving HAZMAT Fire Safety First Aid or similar is a strong advantage.
