Qualifications:
Universitybachelors degree or diploma in Information System or Computer ScienceEngineering or equivalent.
Must becertified in both Programming and Systems Analysis & Design.
Preferableto be Certified MS .Net programming
Preferableto be certified MS SQL server.
Preferableto be certified Oracle OBA.
Preferableto be certified Oracle Forms Developer
Must becertified EMC documentum POD.
Preferableto be
Required Experience:
At least 15 years of experience in programming systemsanalysis and systems design within different contexts and sectors.
Experiencedin planning designing developing and implementing custom software applicationand systems in government sector aligned
with service and requirements.
Experiencedin applying systems analysis and design method (OOADM SSADM) to create applications and systems withingovernment
sector.
Expert indeveloping system context DFD along with its low levels minispecificationsELH ERO Use cases class activity and deployment
patterns.
Experiencein financial applications development maintenance and support in governmentsector.
Statisticaldata analysis in governmental sector domains.
Egovsystems analysis design architecture development implementationdocumentation and maintenance as well as end user training.
Strongexperience in Payment Gateway KNET Integration as well as SMS and applicationintegration.
Experienceworking with Kuwait national framework of information technology governance.
Experiencedin applications backend development using VB C# classic ASP and python.
Pythonfor data analysis risk solving and linear programming.
Databasearchitecture development implementation and maintenance under MSSQL ServerMySQL Oracle 10g Oracle SQL Developer and
PL/SQL.
Front enddevelopment using HTML CSS frontpage Bootstrap JSON jQuery JavaScriptand AJAX.
Experiencedin maintaining and developing software applications using Visual Basic 6 VBA.
Soundknowledge of OpenText Documentum Captiva lnputAccel TaskSpace DFC DFSProcess Designer & Builder is preferred.
Knowledge& experience in developing MVC Applications Architecture XML web servicesWindows services and .Net components.
Knowledgeof Windows servers all versions Centera VMWare VMAX EMC Networker &Data Domain is preferred.
LINQEntity Framework Microsoft Visual Source Safe MS Reports and Crystal Reports.
Fluent in English writing and reading Arabic is mandatory.
Technical Duties & Responsibilities:
Create and implement new software programs and applicationsto meet specific goals and needs of Kuwait municipalitys departments
essentially financial construction planning and research sectors.
Provide live technical support to the different departmentsand branches of Kuwait municipality.
Maintainexisting software applications and responsible to keep it up and running duringworking hours.
Developnew software applications along with its essential programs and components.
Guidetechnical staff to guarantee information technology governance and alignment ofprogramming activities to services and
requirements of Kuwait municipality.
Responsibleof conducting activities to develop technical system options system logicaldesign system physical design.
Conductfeasibility study of desired systems as well as its relevant softwarecomponents to find out appropriate solutions to improve
services.
Specifyrequirements of systems in different departments including finance planningresearch and constructions.
Defineand create system design patterns matching requirement and rules of governancefollowed in governmental sectors.
Developapplication architecture as well as middleware components and relationaldatabases on the top different RDBMS engines.
Developapplication Interfaces based on both webs mobile as well as client serverarchitecture.
Validateand enhance systems efficiency in term of functional and technical aspects.
Supportin IT strategy and its alignment to Kuwait national framework of Informationtechnology governance.
Evaluatesystems and enterprise solutions offered by vendors as well as implementing itafter tide testing to service requirements and other
constrains.
Develop and implement data mining and analysis softwareand create relevant data visualization applications.
