Chief Operations Oversight Officer

One of our esteemed clients in the ship building industry is currently seeking a Chief Operations Oversight Officer to be based in Dammam Kingdom of Saudi Arabia.

Job Overview

Manage the oversight of the subsidiaries operations to ensure the most efficient and effective use of industrial resources and the management of risk. Develop the industrial policy and capabilities of the subsidiaries and coordinate with affiliates to ensure delivery of the organizations commitments.

Strategic Responsibilities

• Align division goals processes and resource allocation with the organizational strategy while maintaining awareness of commercial and business objectives.
• Ensure the accomplishment of organizational unit objectives by managing staff; planning and evaluating organizational unit activities.
• Define objectives identifies and evaluates trends and options chooses a course of action and evaluates outcomes.
• Accomplish financial objectives by forecasting requirements preparing an annual budget scheduling expenditures analyzing variances and initiating corrective actions.
• Maintain quality service by enforcing quality and customer service standards analyzing and resolving quality and customer service problems and recommending system improvements.
• Support with strategic problems resolution and subjective decision making.

Managerial Responsibilities

• Supervise the entire work done by the team members and making sure it is completed on time without any delay.
• Lead the team to complete tasks and meet goals through delegation of responsibilities and supervising business operations.
• Set the vision and motivation of the team in order to achieve the sought objectives efficiently.
• Set appropriate and achievable deadlines.
• Track and report critical organizational unit performance results and escalate and negotiate business related issues to senior management.
• Accomplish staff results by communicating job expectations planning monitoring and appraising job results.

Functional Responsibilities

• Manage the oversight of the subsidiaries operations; ensuring the complete availability of policies procedures and standards in order to accordingly enable the subsidiaries to comply and achieve efficiency.
• Ensure operations in subsidiaries achieve a consistent and acceptable level of service delivery while serving the customers and requirements.
• Maintain synergies that serves subsidiaries and lower the costs of operations.
• Oversee subsidiaries services execution and resources outsourcing.
• Oversee the development and construction projects planning and execution within set standards policies and procedure.
• Oversee the assistance of subsidiaries relative to new business opportunities.
• Manage the guidance of subsidiaries development activities in a way that ensures consistent support and guidance.
• Guide the process of assessing the design plans and implementation.
• Oversee subsidiaries technical operations along with ensuring the proper guidance for compliance with HSEQ & QA standards are maintained and realized.
• Oversee the process of communication and coordination with affiliates in order to achieve the sought objectives.
• Ensure the proper setting up of subsidiaries and continuous monitoring of their maturity.

Qualifications

• Masters Degree/PhD in Naval Architecture Marine Engineering or Mechanical Engineering or any other similar field.
• 15 years in shipbuilding or ship repair industries or any other related field including 10 years in a leadership role.
• Saudi Nationals will be given first preference.
