Workforce Manager

Job Summary
Position Summary: The Workforce Manager leads the development implementation and evaluation of workforce training programs within Wide Angle Youth Medias EMPLOY initiatives. This role is responsible for overseeing pre-apprenticeship (with a focus on social media) internship and apprenticeship pathways that prepare youth (ages 1826) for careers in media communications and creative industries. The Workforce Manager ensures alignment with workforce development standards builds employer partnerships and supports equitable access to career pathways for youth from historically underserved communities. Please note: this is a new grant-funded position created to support a specific initiative. Funding is currently secured for approximately 24 months and continuation of the position beyond that period will depend on future grant funding.
Start Date: On or about 1 October rolling applications until position is filled
Key Responsibilities
Program Leadership & Implementation
- In Year 1 this position will oversee the successful completion of WAYM training full-time placement and meaningful contributions at partner Baltimore City nonprofits for approx. 20 pre-apprentices.
- In Year 2 this position work with approx. 20 new pre-apprentices in the same program and assist in placement of the Year 1 apprentices into media apprentice programs jobs or possible return to school.
- Lead the design execution and continuous improvement of workforce programs including pre-apprenticeships internships and registered apprenticeships
- Oversee two pre-apprenticeship pilot cohorts and ensure the successful delivery of training hours and outcomes
- Ensure programs align with workforce development standards and grant requirements(e.g. WIOA and Department of Labor guidelines)
- Manage program timelines deliverables partner relationships and participant outcomes for pre-apprenticeship
- Manage and mentor a lead teacher with the possibility of team expansion (expanding managerial duties to more than one staff member)
- Create a standard operating procedure that outlines the pre-apprenticeship process from start to finish
- Has experience in professional communications marketing design etc. who can be highly collaborative in developing and implementing curriculum
Curriculum & Training Development
- Collaborate with teaching staff and curriculum specialists to develop industry-aligned training
- Ensure curriculum supports technical skill development (media production design communications) and professional skills (teamwork communication workplace readiness)
- Integrate hands-on work-based learning experiences
- Step in to lead teach if lead teacher is not available or out
Partnership & Employer Engagement
- Identify build and maintain relationships with employers workforce agencies and industry partners for placement of all within the workforce programs (journeyworkers partner sites for pre-apprenticeship apprenticeship placement sites) (10 - 20 partners)
- Develop pathways to employment including job placements externships internships and apprenticeships
- Collaborate with partners such as workforce development agencies and media industry leaders
Participant Success & Support
- Oversee recruitment enrollment and retention of program participants
- Ensure participants receive career coaching resume/portfolio development and job readiness support
- Provide hands on workforce training for Employ participants building workforce skills like negotiation public speaking networking job readiness etc
- Monitor participant progress and ensure completion of training and on-the-job hours
Evaluation & Compliance
- Track and report program outcomes including skill development completion rates and employment placement over a 12 month period after they finish the program
- Develop a career readiness toolkit to track high school youth progress from freshman to senior year
- Ensure compliance with funding (grant) requirements and workforce regulations
- Utilize data to evaluate program effectiveness and inform improvements
- Build EMPLOY alumni network (guest artist opportunities share resources create a newsletter if applicable)
- Support grant reporting as needed
Staff Supervision & Collaboration
- Supervise program staff instructors and coordinators involved in workforce programming
- Year one supervise one staff member guest artists and teachers in the classroom
- Oversee employer placement sites for pre-apprentices and have monthly employer meetings
- Collaborate across departments (production design communications) to integrate real-world projects with curriculum and development
- Support staff training and professional development of pre-appreticeship teacher(s)
Operations & Administration
- Contribute to program budgeting and resource allocation
- Support grant reporting and documentation of outcomes
- Ensure effective use of facilities equipment and program resources
- Other duties as assigned
STATUS: Full-time Hourly Exempt Hybrid Flexible Schedule
COMPENSATION
This full-time exempt salaried position offers a salary of $60000 - $67500 depending on education and years of professional addition to a positive organizational culture our comprehensive benefits package for this position includes the following:

Required Qualifications
- Bachelors degree in Workforce Development Education Human Services Communications Business Administration Nonprofit Management Media Arts Marketing or a related field.
- Minimum of 35 years of progressively responsible professional experience in workforce development youth development education career services nonprofit program management or a related field.
- Demonstrated experience developing implementing and managing workforce training internship apprenticeship or career readiness programs.
- Experience supervising staff instructors interns or program facilitators and providing coaching and performance management.
- Strong relationship-building skills with employers community organizations government agencies and other external partners.
- Experience developing and facilitating training workshops or curriculum for youth or young adults.
- Knowledge of workforce development best practices career readiness and employer engagement strategies.
- Strong project management and organizational skills with the ability to manage multiple priorities timelines and partnerships simultaneously.
- Excellent written verbal and interpersonal communication skills.
- Experience collecting analyzing and reporting program data and outcomes.
- Proficiency with Microsoft Office Suite and Google Workspace with the ability to learn new databases and reporting systems.
- Commitment to diversity equity inclusion and belonging with experience working effectively with youth from historically underserved communities.
- Ability to work occasional evenings and weekends to support program activities employer events and participant needs.
- Reliable transportation for local travel throughout the Baltimore region to partner sites and employer meetings.
