Main Purpose of Job
The primary purpose of this position is to fulfill duties and responsibilitiesrequired by the agency to implement and manage Marylands Eligible Training Provider List(ETPL) as required under the Workforce Innovation and Opportunity Act (WIOA). Theposition will manage the collection analysis and reporting of program performance datarequired by WIOA from workforce training providers serving Maryland citizens.
POSITION DUTIES
  • This position manages and oversees the Statewide List of Occupational Training Providers by ensuring training providers are legally authorized to operate in Maryland
  • Coordinating approvals with the Maryland Higher Education Commission (MHEC)
  • Maintaining compliance with Workforce Innovation and Opportunity Act (WIOA) requirements
  • The role serves as the primary liaison among training providers and the Department of Labor
  • Supports provider inclusion
  • Reviews complex applications and collecting validating and reporting required program performance data for eligibility and continued ELIGIBILITY.
MINIMUM QUALIFICATIONS

Education:Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelors degreefrom an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Masters degree from an accredited college or universityfor five years ofthe requiredexperience.

may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS
The following qualification is preferred not required. However if you have this experience it must be detailed in the job duty section on your application.

SQL and Database reportingintegrity.

At least three (3) years ofexperience working with training providers providing excellent customerservice and understanding program descriptions costs and performancemetrics.

At least three (3) years of experience collecting data compilingstatistics and preparing analytical reports for federal programs.
Knowledge of the Workforce Innovation and Opportunity Act (WIOA)Eligible Training Provider List (ETPL) functions and related federalresponsibilities.

LICENSES REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
SPECIAL REQUIREMENTS

Our generous leave package for permanent State employees includes from ten to 25 days of annual (vacation) leave per year depending on seniority as well as six personal days each calendar addition the State offers eleven paid holidays and fifteen days of sick leave per year.

Employees with the State of Maryland are eligible to participate in the Federal Public Service Loan Forgiveness Program. Participants that meet all requirements may qualify for forgiveness on the remaining balance on his or her Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.

Free Mass Transit Benefit

Permanent State employees are entitled to use the Baltimore Light Rail the Baltimore Metro Subway the Baltimore Bus Service (Local Bus Service and Express Bus Service) as well as the following Baltimore Region Commuter Bus Routes:

There is no charge to the permanent State employee with a valid State ID card. This benefit can be used any time of the day or evening including weekends. The Free Mass Transit Benefit does not include MARC trains commuter buses that serve Washington D.C. or any special event buses.
