Description/Job Summary
Lindahl Reed is seeking a skilled and detail-oriented Waterfront Construction Inspector to support the federal waterfront improvement project at Pier Mike in North Charleston South Carolina. This position provides on-site construction inspection quality assurance and oversight services for a complex federal waterfront construction project encompassing waterfront concrete construction underground utilities stormwater improvements and design-build delivery. The Construction Inspector will work closely with the government Contracting Officer Representative (COR) the design-build contractor and the Lindahl Reed project management team to ensure all work is executed in strict conformance with contract requirements approved design documents applicable codes and federal standards. The ideal candidate is an experienced construction professional with a strong background in federal waterfront projects and a proven ability to independently identify and resolve field construction issues.
Position Responsibilities
Construction Inspection & Quality Assurance
- Perform full-time onsite construction inspection of waterfront construction activities at Pier Mike including concrete structures piling decking and marine appurtenances
- Inspect underground utility installations including electrical mechanical and plumbing systems for conformance with design documents and applicable codes
- Monitor and inspect stormwater management improvements including grading drainage structures and best management practices (BMPs)
- Verify that all construction activities conform to the contract requirements approved submittals and quality control plans
- Identify construction deficiencies non-conformances and deviations from contract requirements and document corrective actions
- Conduct and document pre-pour in-progress and post-pour concrete inspections in accordance with ACI standards and project specifications
Documentation & Reporting
- Prepare and maintain accurate daily inspection reports field logs photographic documentation and materials testing records
- Document contractor quality control activities and verify three-phase inspection process compliance
- Track submittal review status RFI responses and non-conformance reports
- Prepare periodic inspection summaries and contribute to monthly progress reports for government and program management review
Design-Build Coordination
- Support the review and tracking of contractor-submitted design documents interim design submittals and final design packages under the design-build delivery method
- Coordinate with the design-build contractor to resolve design-construction interface issues and ensure as-built conditions conform to approved designs
- Participate in design review meetings pre-construction conferences and progress meetings
Safety & Environmental Compliance
- Monitor contractor compliance with the approved Accident Prevention Plan (APP) and site safety requirements
- Report safety hazards incidents and near-miss events to the project manager and government COR
- Verify contractor adherence to environmental permits stormwater pollution prevention plan (SWPPP) and environmental mitigation requirements
Required Qualifications Skills and Experience:
- Minimum of 10 years of construction inspection superintendent or quality control experience; or a minimum of 5 years with a four-year engineering degree Professional Engineer (PE) license Project Management Professional (PMP) certification or QA/QC certification
- Minimum of 2 years of experience on federal construction projects
- Demonstrated experience in waterfront concrete construction including piling pier decks bulkheads or similar marine structures
- Experience inspecting underground utilities and stormwater improvements on construction projects
- Experience with design-build project delivery including design review and contractor design submission processes
- Proficiency with construction inspection documentation practices and construction management software
- Strong written communication skills with the ability to prepare clear accurate inspection reports and correspondence
- Must be able to obtain and maintain required government site access credentials
Preferred Qualifications:
- Bachelors degree in Civil Engineering Construction Management or related field
- Professional Engineer (PE) PMP CCM or equivalent QA/QC certification
- ACI Field Testing Technician Grade I or ACI Concrete Construction Inspector certification
- Experience with NAVFAC USACE or other federal agency waterfront or marine construction projects
- Familiarity with Unified Facilities Guide Specifications (UFGS) and UFC standards for waterfront structures
- Experience with USACE Construction Quality Management (CQM) for Contractors or government QA
- OSHA 30-Hour Construction certification
