Job Summary

Responsibilities
The Water Administration Manager focuses on providing employee team and organizational development services for the Water Department. The position reports to the Director of Water and works closely with the departments leadership team to provide a comprehensive range of conflict intervention and organizational development services to all Water Department employees across all divisions. The incumbent will also utilize additional internal resources and external contractors as needed and within budgetary constraints to deliver additional organizational development services.

The Water Administration Manager directly supervises clerical staff accounting staff and maintenance staff within the division. Work of the incumbent is generated from the administration of the department and from labor relations/management financial and personnel issues. The incumbent is responsible in consultation and coordination with Human Resources for personnel matters and policies that arise within the department and has a major responsibility for processing and resolving labor/management and personnel issues within and affecting the department. The Water Administration Manager acts as Hearing officer for the department on discipline cases and grievance hearings. Incumbent acts as a liaison with other City agencies and divisions as assigned. The incumbent maintains personnel records and is responsible for the departments affirmative action programs (local and federal) and compliance issues.

Responsibilities also include assisting in the planning implementation and fiscal management of the operational and capital financial plans and budgets for the division. The incumbent will also administer the employee safety program for the department which includes recommending policies practices and procedures for loss prevention methods to minimize liability and job-related injuries manage safety risks and promote overall safety awareness in the Department.
Minimum Qualifications
Bachelors degree in Business Administration Public Administration or related fields and 4 years of experience in an administrative managerial or supervisor capacity. Experience in labor/management budgetary processes grievance hearings and supervision is preferred.

Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Schools Higher Learning Commission or equivalent region.
License Requirements
Must possess a valid drivers license at time of appointment and maintain thereafter as a term and condition of continued employment.

Background Check
