Job Description:

POSITION SUMMARY

The Volunteer Services Program Coordinatorwill lead and supportstatewide coordination ofsecure facilitiesvolunteer servicesprogramming events andinitiatives.Reporting to the Director of Victim and Volunteer Services this position drives theongoing developmentof comprehensivestatewiderecruitmentand recognition strategiesvolunteeronboardingand trainingpolicycomplianceand data monitoring andcommunityengagement to ensure consistency accountability and operationalalignmentwith departmental goals.

This role serves as a keyprogramadvisor and technicalresourcetofield-basedVolunteer Resource Coordinators and facility leadership strengtheningprogram infrastructure through data-driven analysis performance monitoring and continuous quality improvement. The Volunteer Services Program Coordinator conducts complex administrative and operational evaluationsidentifiesservice gaps and systemic trends and provides strategic recommendations to enhance program effectivenessstatewide alignment andadviseleadership decision making.Acting as a liaison between facility staff agency leadership volunteers and community stakeholders the Volunteer Services Program Coordinator advances a culture of serviceaccountability andimpact.The role requires strategic thinking project managementexpertisestakeholder engagementstrong analytical skills sound judgment and the ability to manage multiple initiatives and competing priorities simultaneously.May administer or provide high level support for various projects grants contracts implementation of procedures and/or any specialized functions

RESPONSIBILITIESAND DUTIES

Program Development & Strategy

  • Monitorsand provides technicalassistancein thedelivery ofvolunteerservicesin compliance with DJJ Policy Chapter 14.3and 14.5 statewide initiativesand department goals.

  • Provide oversight and reinforcement ofoperationalprocedurespriorities and role guidance to field-based volunteer coordinatorsto ensure clarity consistency andsupportprograms/servicesexpansion.

  • Identifyopportunities for volunteer integration acrossfacilityprogramsDJJevents andstatewideinitiatives.

  • Evaluate program effectiveness using metrics such as volunteer retentionsatisfactionengagement andyouthimpacttomakedata-driven recommendations for improvement.

Orientation Learning & Development

  • Provide ongoing/quarterly/annual training to field-based volunteer coordinators.

  • Facilitatea 90-dayorientationplanfor newvolunteer coordinatorstosupport developmentand integrationofagency missionpolicy training and roleexpectations.

  • Manage the volunteerapprovalprocess including application intake background checks fingerprinting and training coordination to supporttimelyand efficient volunteer approval.

  • Overseethe volunteer onboarding process ensuring new volunteers receive comprehensive orientationtoenhancetheirreadiness engagement andimpact.

  • Maintain standardized training materials reference guides and role-specific resources tosupport volunteer programming/services.

  • Collaborate withfacility leadership toalign volunteer roles withyouth enrichment and facility programming needs.

Recruitment Strategy& Community Outreach

  • Collaborate with the Directorof Victim and Volunteer Servicestogrowa statewide volunteer recruitment strategy including measurable benchmarksand targeted goals for rural and under-sourced facilities.

  • Support the development and execution of strategic outreach initiatives to recruit and engage volunteers from diversecommunitysources.

  • Provide guidance tothe Auxiliary Councilto support efforts incommunity outreach and partnership building.

  • Evaluate volunteer recruitment data and program trends toidentifyservice gaps and opportunities to strengthen volunteer engagement across service areas.

Monitoring Compliance & Data Analysis

  • Ensure statewide adherence to DJJ Policy Chapter 14.3 14.5and other relevant procedures.

  • Oversee data collection andmonitorvolunteerdatabasesto ensurefacility compliance.

  • Monitorand collect data onperformance indicators across volunteerservices programs.

  • Support IT improvement projects to enhance database functionality strengthen data collection processes improve reporting and performance measurement capabilities.

  • Prepare analytical reports presentations and recommendations to support leadership decision-making and resource planning.

DESIRED KNOWLEDGE SKILLS AND ABILITIES

  • Technical Assistance- Ability to provide technical assistance helping troubleshoot issues and improve related volunteer services

  • Knowledge of volunteer management principles and best practices including effective strategies for recruiting screening onboarding training supervising recognizing and retaining volunteers.

  • Monitoring and Reporting- Ability to monitor all assigned facilities monthly and provide detailed monthly reports on volunteer service delivery.

  • Partnership Building- Strong networking skills to establish partnerships with community resources and assist field-based offices/facilities in leveraging these partnerships for program implementation.

  • Database Management- Proficiency in monitoring the SharePoint database to ensure that staff volunteers and interns receive proper training in accordance with DJJ policies.

  • Organizational Skills- Strong organizational abilities to manage multiple tasks projects and partnerships simultaneously.

  • Cultural Sensitivity- An understanding of and respect for cultural diversity and the ability to engage diverse backgrounds.

  • Problem-Solving- Effective problem-solving skills to address challenges and obstacles in victim and volunteer services to delivery and implementation of projects.

  • Communication Skills- Excellent communication skills both written and verbal to convey information instructions and updates clearly to victims volunteers and stakeholders.

  • Adaptability-Flexibility to adapt to changing circumstances and adjust strategies as needed to achieve program goals.

MINIMUM QUALIFICATIONS

  • Associate degree in business or related field from an accredited college or university and three (3) years of experience related to area of assignment.
  • Or one (1) year of experienceat thelower-levelBusi Support Analyst 2 (GSP131).
  • Note: An equivalent combination of knowledge education job or intern experience training or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

PREFERRED QUALIFICATIONS

  • Masters degree in psychology social work or human services from an accredited college or university

  • Three or more years work experience in victim and volunteer services

  • Three or more years of managerial experience in victim services volunteer services human services or social service field

  • Two or more years of direct experience working with victims of crime or recruiting volunteers
