Job Description:
As a Program Manager you will lead and oversee the successful planning execution and delivery of large-scale technology programs across the full software development lifecycle. You will drive alignment between business and IT teams ensure efficient delivery of application initiatives and provide leadership to cross-functional teams to achieve program objectives. The role requires strong leadership strategic thinking and operational oversight to ensure programs are delivered on time within scope and aligned with organizational technology goals.
Key Responsibilities:
- Lead and manage end-to-end program delivery across all phases of the software development lifecycle
- Provide leadership and direction to cross-functional teams ensuring accountability and high performance
- Develop and maintain program plans schedules risks and resource allocation
- Facilitate collaboration between business IT vendors and executive stakeholders
- Set program goals aligned with enterprise technology strategy
- Monitor and report on program progress risks costs and performance metrics
- Manage dependencies scope timelines and deliverables across multiple workstreams
- Oversee application development support enhancements and modernization initiatives
- Drive continuous improvement initiatives and promote best practices within teams
- Support procurement activities and vendor management processes
- Ensure successful transition of deliverables to operational support and maintenance
- Foster a positive team culture and mentor team members
- Collaborate with peer program managers to align and coordinate cross-program initiatives
- Ensure compliance with governance frameworks security standards and regulatory requirements
Required Skills Experiences Education and Competencies:
- Bachelors degree in Information Technology Business Administration or related field
- 5 years of experience managing large-scale programs and leading teams
- Strong experience with Agile and Waterfall program management methodologies
- Solid understanding of software development lifecycle (SDLC) processes
- Experience managing application lifecycle including development maintenance and modernization
- Proficiency with project management tools such as Microsoft Project Visio and Office Suite
- Strong leadership communication and stakeholder management skills
- Experience managing vendors contracts and procurement activities
- Knowledge of cloud platforms such as AWS or Azure and modern infrastructure practices
- Familiarity with DevOps methodologies including CI/CD pipelines and version control
- Understanding of security standards compliance frameworks and governance practices
- Strong analytical problem-solving and decision-making skills
- Ability to manage multiple priorities and drive execution in a fast-paced environment
- PMP certification or equivalent preferred
- Experience with program management office (PMO) practices preferred
- Experience in tolling or transportation systems preferred
The hourly range for roles of this nature are $60.00 to $90.00/hr. Rates are heavily dependent on skills experience location and industry.
