Job Summary

Position Overview:

The Rehancement Group (TRG) is seeking a Senior Program Manager to provide senior-level oversight for complex Forest Service BPA calls. The position will be accountable for cost schedule staffing quality risk and customer coordination while integrating work performed by consultants facilitators analysts administrative personnel and technical specialists.

Work Arrangement: Primarily remote. Work location will be established by individual BPA calls and may include USDA facilities field sites government offices contractor facilities or Fort Collins Colorado.

Travel: Periodic travel may be required within the United States including Alaska Hawaii and U.S. territories.

Employment Type: Full-time contract support contingent upon contract award and assigned BPA calls.

Schedule: Generally aligned to government business hours. Some assignments may require support outside normal business days or hours including Federal holidays.

Security: Employment is contingent upon successful completion of the USDA/Forest Service background investigation and Personal Identity Verification process appropriate to the position and level of access.

Key Responsibilities:
  • Assume overall responsibility for assigned BPA call performance and serve as the primary contractor interface with the Forest Service sponsor COR and project leadership.
  • Convert call-order requirements into executable work plans staffing assignments schedules quality controls budgets performance measures and reporting routines.
  • Formulate work standards allocate resources assign contractor schedules supervise personnel and monitor cost budget schedule and technical performance.
  • Lead integrated teams supporting policy analysis business process improvement facilitation analytical support training document management financial management and related program activities.
  • Establish procedures for responding to statements of work preparing deliverables managing changes resolving issues and maintaining timely communication with the government.
  • Identify and manage staffing schedule technical security travel and deliverable risks before they affect performance.
  • Coordinate work across headquarters regional offices stations service centers forests districts field sites and partner organizations as required by each BPA call.
  • Ensure deliverables meet standards for accuracy clarity consistency editability Section 508 compliance and timeliness before submission.
  • Maintain sufficient qualified personnel who are eligible for required USDA background investigations PIV credentials facility access and system access.
  • Lead performance reviews corrective actions lessons learned process improvements and transition or closeout activities.
Required Qualifications:
  • Bachelors degree and at least 12 years of relevant experience or masters degree and at least 8 years of relevant experience in business management information systems or a related field is required.
  • Strong background managing complex projects or programs involving multiple disciplines stakeholders locations and deliverables.
  • Demonstrated experience directing staff and managing funds resources schedules performance requirements and customer relationships.
  • Experience establishing procedures for responding to statements of work or task orders and managing the preparation and acceptance of deliverables.
  • Ability to lead and integrate complex project elements by setting strategically aligned goals and allocating appropriate resources.
  • Excellent leadership communication negotiation decision-making and problem-resolution skills.
Preferred Qualifications:
  • PMP PgMP FAC-P/PM or comparable program management certification.
  • Experience managing federal multiple-award contracts BPAs IDIQs or task-order programs.
  • Experience supporting USDA the Forest Service land-management organizations or natural-resource and environmental programs.
  • Familiarity with Section 508 records management GIS remote sensing SharePoint Microsoft Project and federal information-security requirements.
Security Access and Employment Conditions:
  • Must be able to successfully complete the Forest Service background investigation appropriate to the position level of access and need-to-know.
  • Must be able to obtain and maintain required USDA Personal Identity Verification credentials facility access and computer or information-system access.
  • Must comply with applicable USDA Forest Service GSA NIST HSPD-12 Privacy Act information-security acceptable-use records-management and facility requirements.
  • Must protect government information and Privacy Act records from unauthorized access use or disclosure.
  • Must remain eligible for assigned access throughout employment. Ineligibility or loss of required access may prevent performance on the contract.
  • Must be available for travel field support on-site work or work outside normal business hours when specified by an individual BPA call.
