Purpose

The Urban Design Coordinator oversees the review of developmentproposals requiring discretionary City approvals; develops staffrecommendations for decision-makers and advances urban design policy guidance toensure high-quality development consistent with City plans and standards.

Essential Functions

Urban Design and Design Review

  • Coordinate the Design Review process for projects seeking Zoning Map changes Board of Zoning Appeals (BOZA) approvals City real estate sales City financing and other discretionary approvals.
  • Coordinate the activities of the Department of City Development (DCD)s Design Review Team including developing design recommendations and communicating them to development teams and applicants.
  • Coordinate with architects developers and the Department of Neighborhood Services (DNS) Permit & Development Center regarding development proposals to ensure that new developments conform to the Citys Comprehensive Plan and various special district requirements including the Citys Principles of Urban Design and economic development goals.
  • Develop proposals and scopes of work for professional services and manage consultant performance on specific contracts.
  • Maintain knowledge of best practices in the design field including relevant design standards and techniques and professional practices.

Planning Administration

  • Provide project management for urban design and development-related projects including the development of design guidelines and standards and support area planning and economic development projects with a focus on urban design.
  • Provide zoning and urban design information to developers City staff and the public.
  • Develop periodic updates to the Zoning Code that advance urban design goals.
  • Research and recommend changes to processes and ordinances to improve land use planning processes.
  • Attend and represent the DCD at neighborhood meetings and Common Council committee meetings.
  • Present reports to public bodies such as City Plan Commission Redevelopment Authority BOZA and the Common Council.
  • Contribute to maintaining Planning Administration pages on the Citys website.
  • Represent the DCD at local and national conferences on planning land use urban design and economic development.

Conditions of Employment

The Urban Design Coordinator must be willing and able to:

  • Travel to various locations throughout the city for meetings.
  • Occasionally work evenings and weekends in the community.

Minimum Requirements

  1. Bachelors degree in urban planning architecture geography or a closely related field from an accredited college or university.
  2. Four years of professional architecture urban design or urban planning experience.
  3. Ability to travel independently throughout the City of Milwaukee by public transportation walking bicycling ridesharing or driving at the time of appointment and throughout employment.

Equivalent combinations of education and experience may beconsidered.

Desirable Qualifications

  • Masters degree in urban planning architecture geography or a closely related field from an accredited college or university.
  • American Institute of Certified Planners (AICP) certification.
  • Registration with the State of Wisconsin as a Professional Architect.

Knowledge Skills Abilities & Other Characteristics

Technical

  • Working knowledge of urban design architectural and building construction principles practices and materials integral to the development and implementation of urban design plans and projects.
  • Knowledge of development principles and practices.
  • Knowledge of urban planning principles and practices for housing economic development land use zoning urban design and transportation.
  • Ability to learn Milwaukees Zoning Code and Comprehensive Plan.
  • Ability to read and interpret work-related documents such as laws regulations and building and zoning codes.
  • Ability to interpret technical plans blueprints drawings models and maps.
  • Knowledge of automated mapping ArcGIS principles and practices and Geographic Information System (GIS) theory and application.
  • Knowledge of mathematical and statistical concepts.
  • Ability to lead planning or community development initiatives in neighborhoods throughout the city including carrying out accessible responsive and innovative public engagement techniques.
  • Ability to perform complex mapping and data analysis assignments including synthesizing key takeaways and recommendations.
  • Proficiency using standard computer software and programs such as word processing spreadsheet and e-mail.
  • Ability to learn and utilize job-specific computer systems and software such as the Land Management System (LMS).

Communication and Interpersonal

  • Customer service skills to provide outstanding client service.
  • Ability to collaborate with a range of people across responsibility levels.
  • Verbal communication skills to present information in community and Board/Commission/Common Council settings.
  • Written communication skills to create clear and concise business communications.
  • Ability to establish and maintain effective working relationships with stakeholders including policymakers community organizations business owners developers and contractors.
  • Ability to work cooperatively and fairly with people whose backgrounds may differ from ones own.

Current Salary

The current salary range (Pay Range 2NX) is $101391-$123106annually and the current resident incentive salary range for City of Milwaukeeresidents is $105447-$128031 annually.Appointment above the minimum ispossible based upon level of experience and other qualifications and is subjectto approval.

In accordance with the City of Milwaukee Salary Ordinance anUrban Design Coordinator with an American Institute of Certified Planners(AICP) certification shall be paid an additional 3%.
