Job Summary
The Treatment Director provides administrative and operational leadership for Intensive Residential Treatment Services (IRTS) ensuring full compliance with Minnesota Rule 36 variance requirements and all applicable licensing standards. This role is responsible for overseeing program quality staffing clinical coordination and service delivery to ensure person-centered trauma-informed care that meets the needs of residents.
EDUCATION EXPERIENCE AND SKILLS REQUIRED
1. Bachelors degree in Human Services or related field required; Masters degree preferred.
2. Must qualify as a Mental Health Practitioner or Mental Health Professional in Minnesota.
3. Certified in First Aid/CPR or ability to be certified.
4. Ability to pass DHS Background Study.
5. Ability to pass annual Mantoux.
KEY RESPONSIBILITIES
Program Leadership & Compliance
Ensure program operations comply with Minnesota Rules (Rule 36 variance) and all regulatory requirements.
Monitor program effectiveness outcomes and quality improvement initiatives.
Oversee implementation and ongoing evaluation of individualized service plans (ISPs).
Maintain readiness for licensing reviews and audits; ensure accurate and timely documentation.
Report critical incidents and maintain required documentation in accordance with regulatory timelines.
Staff Supervision & Workforce Management
Provide administrative supervision to mental health practitioners rehabilitation workers and peer support staff.
Oversee recruitment hiring onboarding training and performance management.
Ensure staff meet orientation training and ongoing competency requirements.
Coordinate staffing schedules including 24/7 on-call coverage and clinical support access.
Promote a culture of accountability continuous learning and trauma-informed practice.
Clinical Oversight & Service Delivery
Ensure services are delivered in a person-centered and trauma-informed manner.
Support implementation of evidence-based practices including Illness Management and Recovery (IMR).
Conduct direct observation of staff service delivery and ensure documentation accuracy.
Collaborate with Clinical Director or supervising Mental Health Professional for required clinical oversight.
Ensure timely response to referrals and admissions processes.
Care Coordination & Discharge Planning
Coordinate admissions transitions and discharges in collaboration with residents families and external partners.
Ensure continuity of care and appropriate referrals for post-discharge services.
Maintain strong partnerships with referral sources community agencies and stakeholders.
Quality Assurance & Program Improvement
Lead development and implementation of quality assurance and performance improvement activities.
Monitor service outcomes and identify opportunities for program enhancement.
Support data collection reporting and compliance with organizational and grant requirements.
Facility & Operations Management
Ensure the residential facility is safe well-maintained and compliant with Board and Lodging requirements.
Oversee general operations including safety protocols and environmental standards.
Facilitate resident engagement activities including Resident Council meetings.
EXPERIENCE
Demonstrated experience in residential or intensive behavioral health services.
Prior supervisory or program leadership experience preferred.
Experience with regulatory compliance (Rule 36 or similar) strongly preferred.
SKILLS & COMPETENCIES
Strong leadership communication and organizational skills.
Knowledge of trauma-informed care and evidence-based mental health practices.
Ability to manage multiple priorities and oversee complex service delivery systems.
Proficient in documentation standards and electronic health records.
WORK EXPECTATIONS
Full-time primarily daytime hours with flexibility for evenings weekends and on-call responsibilities.
Ability to provide or coordinate 24/7 program oversight.
Regular interaction with residents staff and community partners.
PHYSICAL & ENVIRONMENTAL REQUIREMENTS
Ability to safely perform physical tasks (e.g. lifting up to 50 lbs facility upkeep activities).
Exposure to healthcare environments and associated risks.
Frequent movement within and between facilities.
