Hennepin County Public Works Transportation Project Delivery (TPD) department is seeking a Transportation Programs Specialist to coordinate the development of Board Action Requests (BARs) and facilitate the process for coordinating procurement requisitions and vendor documentation reflecting all terms negotiated with consultants and outside agencies consistent with county purchasing rules. The TPD department plans programs designs and oversees the construction of a safe and effective transportation system throughout the county.
Location and hours:This position is hybrid and will be performed both on-site either at the Hennepin County Public Works Facility at 1600 Prairie Drive Medina MN 55340 or the 625 building at 625 South 4th Avenue Minneapolis MN 55487 in downtown Minneapolis and remote as job duties require. There is no public transportation to the Public Works facility in Medina. Work hours will be Monday through Friday 7 a.m. 5:30 p.m. with some flexibility. While this position is designated as hybrid based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

This is a full-time benefit earning position.You must be a current regular or probationary employeeof the Hennepin County Public Works department to be eligible for this position. Note:Limited duration employees are not eligible.

In this position you will:- Draft clear and concise Board Action Requests (BARs) for transportation projects. Manage department BARs and organize and maintain data collected from project managers stakeholders and department staff.
- Coordinate procurement requisitions and vendor documentation. Track and report on capital budget revenues and expenditures to ensure compliance accuracy and transparency.
- Monitor transportation legislative bills and assist with reporting requirements.
- Assist with contract and agreement writing and coordination.
- Maintain ongoing communication and relationships with consultants other agencies and internal stakeholders regarding legal agreements and respond to requests for information and data during internal or external audits.
- Provide support and guidance for Public Works administrative staff. Oversee administrative functions and provide administrative support for department leadership.
- One of the following:
- Eight or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
- Note: Experience in general administrative work related to the management of departmental/organizational operations or in a specialty area appropriate to the position may be substituted for education on a year for year basis. General administrative work is defined as the administration and/or management of programs policies and/or budgets.
- Bachelors degree or higher in public administration business administration or other field appropriate to the position and four years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
- Eight or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
- Experience:
- Drafting negotiating and managing agreements contracts and/or administering BARs.
- Researching and monitoring legislative bills.
- Preparing and presenting reports and other materials that communicate complex information.
- In change management conflict resolution and consensus building.
- Initiating contracts and procurement activities.
- Collecting analyzing and interpreting data.
- Working with SharePoint Apex Cognos and/or other similar software systems.
- Ability to:
- Communicate clear and concise information both verbally and in writing with a wide variety of audiences.
- Develop and recommend policy alternatives and manage projects.
- Establish and maintain working relationships and use a collaborative approach in problem solving.
- Facilitate conversations and situations between individuals sometimes between individuals with competing interests or perspectives.
