We are searching for the best talent for a Trade Operations Regional Export Controls Manager to be based in New Brunswick NJ. Remote work options may be considered on a case-by-case basis and if approved by the Company.

Purpose: The Trade Operations Regional Export Controls Manager is responsible for leading regional export controls and trade sanctions operations to ensure full compliance with international trade laws and company policies. The position oversees day-to-day export control activities including licensing restricted party screening tariff and dual use classification valuation origin determination and embargo management while serving as a key subject matter expert on regulatory requirements across multiple Exporter of Records.
In addition the role improves compliance processes and advises cross-functional stakeholders on trade compliance matters in export including new technology and capabilities set-up. It also supports audits change initiatives and global projects while partnering across the organization to strengthen compliance and operational efficiency.
You will be responsible for:
Manage Export Control Operations
- Lead and oversee Export Controls and Trade Sanctions team within their region. Guide the team through complex trade sanctions landscapes to ensure unwavering organizational compliance. Coordinate and oversee daily export control transactions for the region including customs declarations licensing valuation tariff and dual use classification origin and documentation accuracy. Ensure shipments are processed in compliance with applicable customs laws internal controls and business requirements while supporting continuity of supply.
Regulatory Expertise
- Deliver advanced subject matter expertise concerning export controls across all organizational sectors. Maintain a thorough understanding of international trade sanctions regimes export controls and regulatory frameworks. Monitor and anticipate evolving regulatory requirements proactively evaluating their impact on business operations. Serve as first channel of escalation.
Export Controls Framework (Licensing Classification SPL)
- Oversee licensing procedures for all controlled materials ensuring precision and timely compliance. Apply expert-level proficiency in HTS (Harmonized Tariff Schedule) and ECCN (Export Control Classification Number) dual classifications. Supervise restricted party screening processes and effectively manage embargo-related issues. Supports providing and overseeing regulatory and data requirements for new technology applications including ERP Trade Platforms (GTS).
Process Governance and Cross-functional Collaboration
- Lead the formulation implementation and continuous enhancement of Standard Operating Procedures (SOPs) and Work Instructions (WIs). Drive the deployment of new compliance processes to ensure comprehensive adoption across the organization. Establish strong collaborative partnerships with global trade and legal departments to optimize operational efficiency. Serve as a trusted advisor to internal stakeholders on all matters pertaining to trade compliance.
Other Responsibilities
- Respond to requests for information (RFIs) audits and inquiries from customs and other government agencies; coordinate evidence collection prepare responses and manage followup until resolution.
- Act as the primary point of contact to Export Controls and Trade Sanction matters and drive standard operating procedures controls and process improvements to remediate risk in exports.
- Provide support and influence global projects by delivering SME expertise across global teams. Provide comprehensive regulatory guidance and strategic compliance advice to diverse stakeholders across multiple regions and business functions.
- Manage coach and develop the trade operations team to support strong performance professional growth and consistent application of trade compliance processes and best practices. Identify development needs and implement plans to strengthen team capabilities and knowledge of trade processes and regulations.
- Change Management: support a culture of continuous improvement within an E2E approach by effectively managing change initiatives. Collaborate with stakeholders to gain buy-in facilitate training programs and support the adoption of new processes and technologies.
- Industry Trends and Best Practices: Stay abreast of industry trends and best practices related Export Compliance and Trade Sanctions. Bring innovative ideas and solutions to enhance Trade Compliance capabilities.
- Work in collaboration with other areas such as Transportation Global Trade Controls R&D Clinical Supply Chain Value Chain Tax Legal Regulatory Areas Deliver Segment Pivot Procurement and Performance Management to continuously foster improvements to our Customers / Patients / Business Partners.
- Partner with J&J Deliver Quality and other areas to ensure that activities are managed within the appropriate quality framework and comply with other Johnson & Johnson guidelines (RIM Procurement Red Book SOX TAX Travel Policy Training etc).
Qualifications/Requirements:
- Bachelors degree in Supply Chain International Relations International Trade Business Law or related field (or equivalent experience).
- Fluent English.
- Minimum 7 years of progressive experience in export controls customs compliance import/export or related supply chain experience preferably in healthcare medical device life sciences or a regulated industry.
- Handson experience acting as Subject Matter Expert (SME) on export controls and trade sanctions.
- Extensive knowledge of EU Switzerland UK and US export control regulations including OFAC (Office of Foreign Assets Control) and BIS (Bureau of Industry and Security) frameworks.
- Demonstrated experience working together with government authorities and managing customs broker/forwarder relationships.
- Strong knowledge of HTS classification Dual Use classification Export Control Classification Number (ECCN) restricted party screenings embargo destination management and countryoforigin rules.
- Ability to operate effectively in a matrix environment and collaborate across business and functional teams.
- Strong analytical problem-solving and communication skills.
- Licensed as a Customs broker or Certified Customs Specialistpreferred.
- Knowledge of SAP GTS trade automation tools and data/reporting platforms
- Fluent Bilingual or Trilingual preferred.
- Related Industry Experience: Pharmaceutical medical device life sciences or other highly regulated cross-border environments preferred.
- Master Degree or specialized certification in customs foreign trade or supply chain preferred.
