The TN LTSS Program Manager is responsible for the management of the residential employment and community services provided to Individuals with Intellectual and Developmental Disabilities under the Tennessee Home and Community Based/Long Term Services and Supports (LTSS) Medicaid program. This includes but is not limited to the staffing safety and health components of all HCBS services. The position directly supervises employees providing direct services and support within the Managed Care Medicaid and Waiver system.


Some key responsibilities:

  • Provide operational leadership for HCBS/LTSS services ensuring high-quality person-centered supports and compliance with organizational state and TennCare requirements.
  • Supervise coach and develop staff through regular meetings performance evaluations training oversight and accountability measures.
  • Ensure accurate timely documentation billing compliance and adherence to regulatory standards.
  • Monitor program performance through quality assurance service utilization documentation stakeholder satisfaction and census growth metrics.
  • Oversee critical incident reporting and ensure required follow-up actions are completed in accordance with state regulations and agency policies.
  • Conduct regular visits to service locations to monitor quality compliance and operational effectiveness.
  • Build and maintain collaborative relationships with individuals served families guardians referral sources MCOs DDA representatives and community partners.
  • Support recruitment retention and development of qualified staff while fostering a positive collaborative team culture.
  • Represent the organization professionally at meetings trainings conferences and community events.
  • Promote continuous quality improvement by supporting innovative service models operational efficiencies and enhanced participant outcomes.
  • Demonstrate a commitment to dignity inclusion and respect for individuals with disabilities while upholding the organizations mission values and person-centered philosophy.

Minimum Qualifications:



Associates degree in Human Services Social Work Healthcare Administration Business Administration or a related field with a minimum of five (5) years of supervisory or program management experience.


Bachelors Degree preferred.


In lieu of a degree candidates with five (5) to seven (7) years of progressively responsible leadership supervisory program management HCBS LTSS IDD or related human services experience will be considered.


Minimum three (3) years of experience supporting individuals with intellectual and developmental disabilities HCBS LTSS or other Medicaid-funded services.


Knowledge of person-centered practices service planning quality assurance and regulatory compliance.


Working knowledge of Tennessee DDA programs Managed Care Organizations (MCOs) Employment and Community First (ECF) CHOICES and HCBS service delivery preferred.


Demonstrated ability to supervise staff manage operational performance and maintain stakeholder relationships.

Valid Drivers License reliable transportation and proof of vehicle insurance.


Physical Requirements
