Job Summary
VISTA Technology Services Inc. (VISTA) is currently seeking a Technical Surveillance Countermeasures (TSCM) Practitioner to support a U.S. Intelligence Agency in Springfield VA.
This position is contingent upon contract award.
The TSCM Practitioner will conduct TSCM Foreign Visit Gift Inspection Digital Counterexploitation Technical Evaluation activities and other technical operations supporting the TSCM program TSSC modernization goals and the Office of Counterintelligence Technical CI Division. They will maintain familiarization with all governing national and agency level policies ensuring compliance with all facets of reporting and training requirements as well as all other regulatory guidelines.
Responsibilities:
- Conduct TSCM operations consistent with National and DoD policies governing the employment of TSCM tactics techniques and procedures
- Ensure agency compliance with ICD 705 Physical Security Standards for SCIFs and DoD standards for collateral areas
- Identify physical and acoustical security deficiencies and develop corrective actions to mitigate the identified deficiencies
- Analyze complex physical and technical security issues and provide cost-effective recommendations that meet policy requirements
- Provide recommendations and guidance for agency facilities under construction
- Prepare specialized technical risk assessment products TSCM reports of inquiry after action reports tailored briefings and other administrative communication necessary to support the CI mission
- Provide technical advice and assistance as it relates to CI and TSCM
- Generate finished correspondence documents briefing materials spread sheets and threat reports in accordance with agency guidelines as required
- Assist Certified TEMPEST Technical Authority (CTTA) with technical security plans policy and execution; assess electronic processing equipment for security vulnerabilities
- Perform Radio Frequency (RF) signal of interest searches
- Assess and locate signals of interest discovered during surveys system notification and In-Place Monitoring System (IPMS) operations
- Assist implementation of TSSC Technician on-the-job-training program preparing technicians for success through training and hands on experience
Basic Qualifications:
- Interagency Training Center (ITC) TSCM Certification
- Information Assurance Technical (IAT) Level II certification
- Familiarity with current TSCM and CI policy
- Experience with identifying physical and acoustical security deficiencies and developing corrective actions
- Experience with technical security plans policy and execution and assessing electronic processing equipment for security vulnerabilities
- Experience performing Radio Frequency (RF) signal of interest searches and assessing signals discovered during surveys system notification and In-Place Monitoring System (IPMS) operations
- Commitment to completing 40 hours of discipline-specific development and/or refresher training as required every fiscal year
- Active TS/SCI with a willingness to take a polygraph test
Desired Qualifications:
- Bachelors degree or post-graduate degree in Computer Science Engineering or a related technical discipline
- Credentialed graduate of an accredited federal or DoD CI training academy (ex. FBI Academy etc.)
- Experience writing and editing technical documents
- Experience preparing and implementing on-the-job-training programs
- Telephone security experience (i.e. with Telephone Security Group (TSG) requirements)
Salary at VISTA is determined by various factors including but not limited to location the individuals particular combination of education knowledge skills competencies and experience as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $125000.00to $180000.00(annualized USD) based on years of experience. The estimate displayed represents the typical salary range for this position and is just one component of VISTAs total compensation package for employees.
