Oracle Cloud Infrastructure (OCI) is seeking an experienced Technical Program Manager (IC4) to lead high-impact network engineering programs that deliver data plane and control plane features and enable new site network designs. This role sits within the physical networking engineering organization and leads complex network engineering projects across Front-End and Management network layers.

The successful candidate will own multiple concurrent business-critical programs from intake through delivery and closeout. They will bring strong technical fluency in OCI networking across Layers 13 exceptional program execution discipline and the ability to independently align diverse engineering and operations teams around clear plans risks decisions and outcomes.

Lead end-to-end execution of network engineering and automation programs across OCI data centers including intake planning engineering coordination implementation readiness delivery validation and closeout.

Responsibilities

• Manage multiple high-stakes interdependent programs simultaneously while maintaining clear priorities schedules ownership and escalation paths.
• Develop and maintain program plans workback schedules milestones dependencies critical paths and risk-mitigation strategies.
• Partner closely with network automation network operations data center infrastructure and other stakeholder teams to drive timely execution.
• Create and maintain Jira epics stories components priorities links and status fields; ensure work is structured for accurate execution tracking and reporting.
• Provide concise weekly executive summaries and program status updates clearly communicating progress key decisions blockers risks and required actions.
• Drive issue resolution by proactively identifying gaps coordinating accountable owners escalating when needed and following through to closure.
• Apply working knowledge of OCI networking across Layers 13 network modeling and network automation to ask effective questions assess technical dependencies and translate engineering work into executable program plans.
• Improve operational mechanisms documentation reporting and program management practices to increase predictability visibility and delivery velocity.
• Ensure program records milestones and stakeholder communications remain accurate current and audit-ready throughout the project lifecycle.

• 6 years of experience in technical program management infrastructure program management network program management or a closely related field. Degree preferred
• Demonstrated experience leading several complex high-visibility technical programs concurrently in a fast-paced environment.
• Strong understanding of data center networking and the practical dependencies across Layer 1 (physical infrastructure) Layer 2 (switching and fabric) and Layer 3 (routing and network services).
• Experience managing programs involving network engineering infrastructure deployment device lifecycle or large-scale data center operations.
• Proven ability to build plans manage critical paths identify risks early and drive cross-functional accountability without direct authority.
• Excellent written and verbal communication skills including the ability to tailor concise status and risk communications for both technical teams and executive stakeholders.
• Highly organized self-directed and comfortable operating with ambiguity and incomplete information.
• Strong ownership mindset sound judgment and a bias for action.

• Experience with OCI infrastructure cloud networking or hyperscale data center environments.
• Experience with network engineering network design data plane and control plane logic.
• Strong Jira experience including creating and maintaining epics stories workflows dashboards and program reporting.
• Familiarity with engineering intake processes cutsheets bills of materials validation and operational-readiness activities.
• Experience using program-management mechanisms such as milestone reviews executive business reviews root-cause analysis and post-project retrospectives.

You are a technical highly accountable program manager who can turn complex network engineering requests into clear executable plans. You anticipate dependencies before they become blockers maintain calm and clarity in high-pressure situations and earn trust across engineering automation and operations teams through rigorous follow-through. You are equally comfortable discussing physical network infrastructure tracking detailed delivery plans and presenting an executive-ready view of program health.

US: Hiring Range in USD from: $90100 to $209500 per annum. May be eligible for bonus and equity.
