Job Summary

We have an opening for a Technical Procurement Engineer (aka Supply Chain Engineer) to support Superblock within the Defense Technologies Engineering Division (DTED) in the Engineering Directorate. You will work with engineering and scientific groups within the Superblock organization to define product requirements plan projects determine acquisition strategies and execute fabrication and procurement decisions for specialized hardware equipment tooling and services.

In this role you will serve as a primary interface between program engineering procurement supply chain manufacturing support organizations and suppliers in the definition contracting fabrication delivery installation cleanliness and storage of programmatic products. This position requires engineering judgment strong knowledge of manufacturing and fabrication methods experience preparing technical procurement packages and the ability to manage multiple complex assignments in support of schedule-driven production activities.

This position may offer a hybrid schedule which includes the flexibility to work from home. The specifics of the hybrid schedule including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Function independently with minimal direction taking responsibility for parallel tasks priorities and deliverables associated with Superblock production and sourcing activities.
  • Collaborate with engineering teams to support the development of hardware equipment materials and services for fabrication assembly test installation and sustainment.
  • Support producibility and manufacturability by providing engineering sourcing solutions to complex problems and working between program engineering teams procurement manufacturing support and suppliers.
  • Review drawings and technical documentation for technical content manufacturability and procurement readiness and provide recommendations on fabrication approaches sourcing options and design-for-manufacturability considerations.
  • Produce technical procurement packages including statements of work specifications schedules cost estimates technical justifications and related solicitation documents.
  • Analyze supplier proposals and technical data and participate in vendor selection and acquisition strategy development.
  • Ensure timely and accurate completion of assigned procurements by working with LLNL Procurement and other organizations to address technical and business issues and by monitoring supplier progress through delivery and issue resolution.
  • Provide solutions and perform analysis to address issues associated with each acquisition including safety export control intellectual property legal and regulatory requirements configuration management quality logistics and knowledge transfer.
  • Serve as the technical point of contact with suppliers and associated procurement representatives for assigned hardware equipment and service procurements.
  • Maintain and track schedules milestones budgets and action items for procurement and delivery activities.
  • Perform other duties as assigned

Additional job responsibilities at the SES.3 level 

  • Provide broader technical leadership for the realization of complete products or systems and help build consensus across engineering and organizational stakeholders.
  • Lead development of more complex sourcing and production strategies for Superblock systems and assemblies with less well-defined requirements.
  • Serve as a customer and driver for troubleshooting and improving engineering-to-manufacturing and production planning processes including Manufacturing Resource Planning (MRP)-related workflows.
  • Identify inefficiencies in organizational processes associated with production engineering and implement improvements.
  • Help establish practical approaches for manufacturing planning inventory support configuration control and production readiness across multiple concurrent efforts.

Qualifications :

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelors degree in an engineering discipline or the equivalent combination of education and related experience.
  • Experience in one or more of the following: research design analysis prototyping fabrication assembly testing engineering data management configuration management MRP or engineering-process improvement.
  • Experience preparing requirements documents statements of work/specifications cost estimates schedules and other engineering reports.
  • Knowledge of a wide range of conventional and advanced fabrication and/or manufacturing methods.
  • Experience with scheduling cost estimating earned value configuration management change control or related project management tools.
  • Awareness of commercial/business practices incentives and understanding of limitations in taxpayer-funded environments.
  • Proficient verbal and written communication skills necessary to collaborate in a team environment present technical information provide assessments and recommendations and influence consensus across multi-discipline teams.

Additional qualifications at the SES.3 level 

  • Significant experience building consensus across engineering and organizational disciplines.
  • Significant experience in successful engineering or organizational process redesign including leading associated change efforts.
  • Significant experience with implementation or configuration of an MRP system including user and organizational aspects.

Qualifications We Desire

  • Experience with taxpayer-funded acquisition regulations intellectual property practices export control guidelines or related compliance requirements.
  • Experience in engineering of one or more of the following: high-vacuum systems laser-mechanical systems electro-optical systems scientific systems high-power electronics or diagnostic systems.
  • Experience working with classified information documents or environments.
  • Masters degree in engineering or business.
  • Experience supporting technical supplier management and oversight of complex subcontracts.
  • Experience with inventory planning min-max systems MRP systems or engineering-to-manufacturing transitions.
  • Experience supporting laboratory equipment procurement installation coordination maintenance or sustainment activities.
  • Experience working in a schedule-critical production environment with multiple internal and external stakeholders.

Pay Range

$146340 - $222564 Annually
$146340 - $185544Annually for the SES.2 level
$175530 - $222564 Annually for the SES.3 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employees position within the salary range will be based on several factors including but not limited to specific competencies relevant education qualifications certifications experience skills seniority geographic location performance and business or organizational needs.
