In this Technical Operations Manager position you will drive strategic execution across the Utah Department of Commerces technology data and operational landscape. Managing high-stakes vendor relationships cross-functional software rollouts and infrastructure coordination with DTS this role ensures seamless operational continuity across divisions. We are seeking a software-minded problem solver who treats internal tools like high-value productsusing data continuous iteration and low-friction experimentation to improve consistency lower operational costs and elevate the user experience.

Key Responsibilities

Day-to-day responsibilities of this position:

  • Vendor Management & SLA Enforcement: Oversee core vendor deliverables and hold partners accountable to active Service Level Agreements (SLAs). Manage technical scopes across third-party resources including Egen System Automation (SA) and Salesforce maintainers.
  • Cross-Functional Workflows & Data Migrations: Lead cross-divisional initiatives that depend on technology change including business requirements data classification and retention decisions records inventory user communications and readiness sign-off for storage and system migrations executed by DTS.
  • Work Management Architecture: Serve as the functional administrator for internal project tracking platforms (e.g. Asana JIRA Gqueues) optimizing intake workflows website ticketing systems and backlog reconciliation.
  • Dashboard & KPI Tracking: Oversee operational dashboard initiatives from requirements gathering to execution partnering with internal analysts and division bureaus on data hygiene and report delivery.
  • Stakeholder & Partner Alignment: Function as a key liaison to the Division of Technology Services (DTS) Division of Occupational and Professional Licensing (DOPL) Division of Consumer Protection (DCP) and other internal bureaus to navigate resource bottlenecks and scope changes.
  • Product & Solution Ownership: Act as the internal product owner for critical operational software and platforms; partner with stakeholders across Commerce to translate operational pain points into clear user stories prioritize product roadmaps and measure feature adoption post-launch.

Qualifications

Minimum or day-one qualifications:

  • Availability: The Ability to attend the initial training period in person at our Salt Lake City office with the understanding that hybrid telework (up to 2 days per week) is available once you have demonstrated understanding and competency in the basic functions of the position.
  • Technical Project Management: Proven experience leading technical operations initiatives. Working knowledge of how software deployments system integrations and data migrations are planned and executed sufficient to translate between technical delivery teams and agency leadership scope work accurately and assess risk and readiness.
  • SLA & Vendor Administration: Proven experience tracking vendor deliverables managing billable hours (e.g. 30hr/wk contract allocations) and enforcing vendor accountability.
  • Work Management Tool Expertise: Hands-on experience structuring and administering work management boards (specifically JIRA or Asana) to streamline ticketing and team capacity tracking.
  • Data Migration Risk Management: Practical understanding of risks associated with moving legacy file systems (e.g. Google Drive to GCP/cloud storage) and maintaining system link integrity.
  • Stakeholder Facilitation: Demonstrated ability to set firm boundaries with demanding stakeholders balance competing division priorities and protect team bandwidth against burnout.

Preferred or trainable/on-the-job qualifications:

  • State/Public Sector Experience: Familiarity with Utah state procurement processes DTS integrations and statutory compliance (e.g. UAPA BCI regulations or legislative mandates like SB0084).
  • Licensing System Implementations: Prior experience managing large-scale Licensing/Registration System (LRS) rollouts or digitizing paper processes using conveyor belt production models.
  • Data Hygiene & BI Dashboards: Basic knowledge of data cleanup workflows SQL/data table extraction and building operational KPI dashboards.
  • Change Management: Strong consensus-building skills across varied division culturesfrom high-pressure environments to emerging technological units.
