Midpoint: $179364 annually

Position Summary

The purpose of this position is to provide analytical technicaloperational planningand training support toSystem Operationsfor theelectric systemensuring safe and efficient power deliveryconsistentwithNorth American Electric Reliability Corporation (NERC)/Western Electric Coordinating Council (WECC)Reliability Standards Washington State Electrical Workers Safety Rules(WAC)Federal Energy Regulatory Commission (FERC)license requirementsand Grant PUD operating procedures. ThisrolesupportsSystem Operationsinevaluating power delivery operationscoordinatingpower production operations reviewing operating plans and hydraulic constraintsdevelopingand delivering task training supporting NERC compliance response activities and performing real time assessments Operational Planning Analysis outage studies and related system operations analyses.

Essential duties and responsibilities may include but are not limited to the following:

• Work independentlyandexercise sound judgmentinproviding operational technical and training supportrelated topower generation interchange electric system switching system outage restoration and river flowconsiderations. Perform work consistentwithestablished procedures policies and operational best practicesand appliable reliability and safety requirements.
• Serve assubject matter expertfor assigned System Operations processes procedurestoolsand operational practices. Provide technical guidance toSystem Operations staff and supportcoordinatorwith internal business units and external entities.
• Review System Operations procedures andidentifyopportunities to improve clarity consistency usability and align with operational procedure updates to address gaps and support safety reliable and compliant withapplicableFERC WECCand NERCrequirements governing Grant PUDsrequirements byidentifyingpotential compliance concerns escalating issues to management andassistingwith corrective actions evidence control and documentation.
• Lead or supporttask training for SSOs and System Operations and delivertraining materials simulation scenarios vendor training coordination and other instructional resources consistent with Grant PUD Operations Training Program including materialseligible forNERC Continuing Education Hours (CEHs)where applicable.
• Coordinateoperational activitieswith internalgroupsincludingControl Systems Engineering Power Delivery Engineering Power DeliveryConstruction and Maintenance and Power external entitiesthe Reliability Coordinator neighboring Balancing Authorities and Transmission Operatorsto supportsafereliable andefficientsystem operations.
• Reviewoperationof Grant PUDs power production projects to evaluate consistency with established operating plans. Maintain knowledge of recent and near-term power and non-power hydraulic constraints and operatingobjectivesto the operation of the projects.
• Perform transmission anddistributionpower flow studies transientstudiesas neededoperationalplanninganalysis outage studiesand other real-time or near-term resultsrisksandrecommendationstostakeholdersto support informed decisionsregardingsafe reliable and efficient power delivery.
• Perform technical data analysis including event analysis and operational trending to support NERC compliance andreliable operations.
• Assistin monitoring and interpreting FERC rulings NERC/WECC Reliability Standards relevant toSystems Operations. Support compliance evidence collectiondocumentationaudit preparation and regulatory review activities.
• Perform related duties asrequiredor assigned.

• Understand and adhere to compliance requirements for this position that may include laws regulations security guidelines Grant PUD policies & Procedures.

Required Qualifications:

• Bachelors degree ineducationcomputer science Engineering or Electrical EngineeringOR 2additionalyears of relevant experience in lieu of degree.
• Five (5)years of experience in electric system operations power delivery operations system operator training NERC compliance or closely relatedelectricutility operations experience.
• Ability toattainthe NERCRC or BITCertification within18months

Preferred Qualifications:

• NERC RC or BIT Certification
• Experience with Systematic Approach to Training(SAT)model (analysis design development implementation evaluation) to develop andmaintaina training program PER-005 NERC CEH development SOCCED simulator training or Quality Training Systems.
• FormalTrainâtheâTrainercertification or equivalent experience with proven ability to coach subject matter experts and deliver effective technical instruction.

Other KnowledgeSkillsand Abilities

• Knowledge of Federal Energy Regulatory Commission standards North American Electric Reliability Corporation(NERC) Western Electricity Coordinating Council (WECC) standards and regulations; power system engineering topics including production power flow and device operations; Wanapum and Priest Rapids hydro coordination and power transactions; concepts principles theories and methods surrounding electrical engineering industry standards and best practices.
• Skill in problem solving; training development and delivery; report creation and submittal; independently adapting interpreting and applying written guidelines precedents and standardized work practices to a variety of unprecedented and problematic situations; written and oral interpersonal communication; workflow and time management; utilizing MS office products; specialized software such asPower WorldSynergi etc. and other software tools and applications; and performing Real-time assessments and studies such as Operational Planning Analysis outage studies etc.
