Job Summary
ICLs ability to deliver high-quality services across 135 programs depends on safe reliable and efficiently operated facilities. We are seeking an exceptional leader to oversee Facilities and Procurement Operations and bring a strategic enterprise-wide approach to infrastructure vendor management and organizational spending. This role offers a unique opportunity to strengthen operational consistency optimize costs and lead long-term capital planning all while ensuring that ICLs facilities and resources continue to support our mission and the communities we serve.
Enterprise Spend & Operations Leadership
- Own and oversee total enterprise spend across facilities and procurement (OPEX Operating expenditures CAPEX Capital expenditures)
- Establish a unified strategy linking; Strategic sourcing Vendor management and Facilities execution.
- Drive financial discipline across all operational areas without compromising service delivery.
Facilities Operations & Capital Management
- Oversee maintenance and operations of all ICL properties (residential office and apartments)
- Ensure compliance with building systems safety standards and regulatory requirements
- Lead capital planning including 15-year capital improvement plans
- Manage vendor contracts for; HVAC electrical elevators fire/life safety systems Cleaning security utilities and repairs Monitor building violations inspections and corrective actions Oversee fleet management and lifecycle planning and all other related operational aspects.
Procurement & Strategic Sourcing
- Develop implement and maintain a centralized procurement strategy for workflow and processes
- Standardized procurement policies aligned with DHS DOHMH OMH and other funders
- Lead sourcing initiatives to optimize cost quality and Vendor performance while identifying opportunities for Vendor consolidation Cost savings and Contract renegotiations.
Vendor Management & Contract Oversight
- Oversee full lifecycle of vendor relationships:
- Vetting onboarding performance monitoring renewal and termination
- Implement a formal vendor performance and compliance framework
- Lead contract negotiation and enforcement
- Maintain centralized contract repository and tracking system
- Handle high-risk vendor issues disputes and escalations
Financial Stewardship & Cost Control
- Partner with Finance to align operations with budgeting Forecasting and spend management
- Monitor vendors spend and cost drivers (utilities maintenance security etc.)
- Conduct cost-benefit and ROI analysis for major contracts and capital projects
- Ensure procurement and facilities decisions support long-term financial sustainability
- Partner with program teams to ensure objectives regarding facilities and procurement outcomes are achieved.
Compliance Risk & Internal Controls
- Ensure compliance with Nonprofit regulations Government funding requirements and Audit standards
- Identify and mitigate risks such as:
- Vendor overbilling
- Conflicts of interest
- Fraud or non-compliance
- Strengthen internal controls across procurement and facilities operations
Systems Process Improvement & Automation
- Implement and optimize systems for:
- Procurement workflows
- Vendor tracking
- Facilities management (e.g. Angus or similar)
- Standardize processes:
- Purchase requests
- Approvals
- Vendor onboarding
- Drive automation reporting and dashboarding for executive visibility
Cross-Functional Leadership
- Partner with:
- Finance (budget reporting audits)
- Programs (service delivery needs)
- Legal & Compliance
- Serve as a key operational advisor to the CFO and Executive Team
Align operational decisions with programmatic and financial priorities
- Serve as key partner to:
- Finance (budgeting reporting audits)
- Program leadership (service delivery needs)
- Executive team (strategic planning)
- Act as the bridge between financial oversight and operational execution.

Qualifications and Experience:
- Masters degree in business Finance Operations Engineering or related field
- 1215 years of experience across:
- Facilities operations
- Procurement / sourcing
- Vendor management
- 7 years in executive leadership roles
- Experience in nonprofit healthcare or multi-site operations preferred.
Equivalent combination of education training and experience will be considered. Engineering degree a plus.
