Main Purpose of Job
The mission of the Office of Health Care Quality (OHCQ) is to protect the health and safety of Marylanders and to ensure that there is public confidence in the health care and community service delivery systems. OHCQ is an agent of the Centers for Medicare & Medicaid Services (CMS) and is the designated state survey agency in Maryland.

The main purpose of this position is to conduct licensure certification and survey activities in licensed and unlicensed health care facilities or programs on behalf of the Maryland Department of Health (MDH) and the Centers for Medicare & Medicaid Services (CMS). This position will determine whether facilities or applicants are in compliance with State federal and local laws and regulations standards of care and standards of practice. This position will evaluate the quality of care and services provided to individuals with developmental disabilities in various settings which may include intermediate care facilities for individuals with intellectual disabilities (ICF IID) and forensic residential centers (SETT unit). This position will also perform administrative duties including precepting other surveyors interpreting regulations providing technical assistance participating in informal dispute resolution conferences and providing testimony in hearings.

This position will support the Office of Health Care Quality (OHCQ) mission of protecting the health and safety of Marylanders throughout the health care continuum. This position will be primarily field-based with a variable schedule and work location based on agency needs.
MINIMUM QUALIFICATIONS

Education:Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to twoyears of the required experience.

2. Candidates may substitute the possession of a Bachelors degreefrom a college or universityfor the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans policies rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the requiredexperience.

DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess the following:

1. Experience conducting audits surveys investigations or quality assurance activities.

2. Experience writing correspondence summaries or reports.
LICENSES REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
