Position Overview

Advanced Decision Vectors LLC (ADV) is seeking an experienced Support Plans Coordinator & Activity Assessment Technical Expert to support the United States Southern Command (USSOUTHCOM) Counter-Narcotics/Counter-Transnational Criminal Organization (CN/C-TCO) mission.

This position supports USSOUTHCOM strategic planning execution and assessment efforts and works with the J352 CD/CN Branch and J35 Future Operations Division. The role supports alignment of component and country-team support plans with the USSOUTHCOM Campaign Plan (SCP) and Commanders guidance.

The Technical Expert will support CN/C-TCO planning and assessments evaluate operational requirements and program effectiveness support measures of performance and provide analysis and recommendations to Government leadership.

Key Responsibilities
  • Develop and ensure alignment of component and country-team support plans with the USSOUTHCOM Campaign Plan (SCP) and USSOUTHCOM Commanders guidance.
  • Assist Partner Nation stakeholders and the USSOUTHCOM J352 CD/CN Branch Government Subject Matter Expert with development and revision of the SCP.
  • Identify analyze and evaluate counter-narcotics operational requirements develop recommended OAIs and support measures of performance assessments.
  • Assist operational leads with the development and evaluation of detailed plans goals and objectives supporting long-range implementation of CN strategy.
  • Analyze and evaluate the effectiveness of counterdrug lines of effort and recommend changes to programs and processes.
  • Serve as the Lead Technical Expert supporting the J352 CD/CN Section for CN/C-TCO strategic planning and assessments.
  • Ensure planning and assessment frameworks comply with applicable DoD Deputy Assistant Secretary of Defense for Counternarcotics and Stabilization Policy (DASD CN&SP) and other guiding directives and publications.
  • Attend and participate in joint planning groups and working groups as directed by the Government SME lead and J35 Future Operations Division/J352 CD/CN Branch.
  • Support CN/C-TCO efforts aligned with the USSOUTHCOM Campaign Plan and Commanders guidance.
  • Assist the Government SME with development and revision of CN/C-TCO policy doctrine plans and related planning efforts.
  • Identify and track CN/C-TCO planning efforts operations/integration activities and metrics requirements.
  • Support internal and external battle-rhythm events and activities including Task Management Tool (TMT) Brief Books and Trip Report Management.

Required Qualifications

  • Active Top Secret/SCI (TS/SCI) security clearance.
  • Bachelors degree with the following approved substitutions:
  • Associate degree plus eight (8) years of relevant experience or
  • Ten (10) years of relevant experience with no degree.
  • Minimum five (5) years of relevant experience with a bachelors degree. Candidates qualifying through an approved education substitution must meet the corresponding additional experience requirement.
  • Experience in joint/combined operations and DoD operational planning.
  • Experience with deliberate and crisis action planning.
  • Operational knowledge of aerial and maritime interdiction programs.
  • Experience with risk mitigation and measures of performance and effectiveness (MOP/MOE) design.
  • Comprehensive knowledge of DoD/Federal agency CN/C-TCO programs and operations.
  • Thorough knowledge of SECDEF/CJCS/Joint Staff to GCC/FCC interactions directives and adjudication processes.
  • Knowledge of GCC functional and service-component requirements and coordination with the Department of State and other Government agencies supporting whole-of-government solutions.
  • Knowledge of command entities involved in operational planning execution and evaluation.
  • Ability to travel CONUS and OCONUS as required.

Preferred Qualifications

  • Familiarity with Interagency coordination and planning.
  • Familiarity with bilateral cooperation agreements.
  • USSOUTHCOM Area of Responsibility (AOR) experience.
  • Spanish-language proficiency.
