The incumbent of this position is responsible for supervising the Engineers Plans Checkers and Building Inspection Technicians in order to establish and maintain plans checking and permit issuing requirements and operational procedures. This position direct reports to the County Building Official (BO) and assists BO to streamline the permit issuance process recommends and assists in writing policies and procedures for the building division together with BO and staff using new technology to improve productivity and public services.
License: Possession of a valid California Motor Vehicle Operators License.
Certificate:
- Possession of a valid Certificate of Registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers or a Certificate as an Architect issued by the California State Board of Architectural Examiners is desirable.
- Possession of a current ICBO/ICC Plans Examiner Certificate.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
Knowledge of:
Methods materials techniques and practices used in building design construction and inspection.
Principles and practices of effective supervision personnel management and training.
Laws and regulations affecting the building inspection program and the philosophy and functions of such a program in a public agency.
Modern methods of building construction and engineering as they pertain to building construction.
Applicable administrative mechanical electrical building plumbing and related codes and regulations.
Applicable County State and Federal laws codes and ordinances.
Forms permits plans and specifications used in a building inspection and code enforcement program.
Ability to:
Read and interpret plans specifications building codes and laws.
Analyze complex building construction problems and make recommendations and decisions to resolve such problems.
Plan and organize.
Communicate effectively orally.
Communicate effectively and clearly in writing.
Establish and maintain effective work relationships with staff professional engineers architects contractors and the general public.
Remain flexible to change.
Adapt to stressful situations.
Demonstrate effective leadership
THE EXAMINATION WILLCONSIST OF THE FOLLOWING STEPS:
- A review of applicants application andsupplemental questionnaireto verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
- An oral examination which will be weighted as 100% of the candidates final examination score. The oral examination may be administered virtually and may contain situational exercises.
Candidates mustattain a qualifying rating on each portion of this recruitment.
