Job Summary

Job Title: Subject Matter Expert III
Location: Falls Church VA
Duration: 1880 hours/year (5 years total 9400 hours)
Position Overview:
Client is seeking an experienced Subject Matter Expert III to support the Client- Patient Administration Division (PAD). The SME III will provide strategic advisory operational and analytical support across patient administration programs health record management HIPAA compliance Release of Information (ROI) Military Health System (MHS) policies and special studies initiatives.
The ideal candidate will possess extensive Military Health System (MHS) experience and deep knowledge of patient administration operations health information management healthcare policy and Client/DoD regulatory requirements.
Key Responsibilities:
  • Provide subject matter expertise for Patient Administration Division (PAD) programs and initiatives.
  • Support development review and implementation of Client policies procedures and procedural issuances.
  • Advise on Health Information Management (HIM) and health record lifecycle management activities.
  • Support Release of Information (ROI) policy development compliance reviews and process improvement initiatives.
  • Provide expertise related to HIPAA Privacy and Security compliance requirements.
Analyze and support patient administration programs including:
    • Secretarial Designee (SECDES) Program
    • Personnel Casualty Reporting
    • Decedent Affairs
    • Patient Travel Programs
    • Beneficiary Eligibility and Identity Management
    • TRA2ES and related systems
  • Support Military Health System (MHS) modernization efforts including MHS GENESIS and associated healthcare information systems.
  • Conduct business process reviews workflow assessments and business case analyses.
  • Facilitate working groups stakeholder meetings and subject matter councils.
  • Research analyze and prepare reports briefings recommendations and executive-level communications.
  • Develop standard operating procedures (SOPs) training materials white papers and policy documentation.
  • Collaborate with government stakeholders military treatment facilities and Client leadership to support enterprise-wide initiatives.
Required Qualifications:
Education:
  • Bachelors Degree in Health Administration Health Information Management Healthcare Management Public Health Business Administration or related field.
  • Equivalent combination of education and relevant experience may be considered.
Experience:
  • Minimum 11 15 years of relevant experience supporting Military Health System (MHS)for example: Defense Health Agency (DHA) Department of Defense (DoD) Veterans Affairs (VA) or federal healthcare organizations.
  • Demonstrated experience in one or more of the following areas:
    • Health Information Management (HIM)
    • Patient Administration
    • Medical Records Management
    • HIPAA Compliance
    • Release of Information (ROI)
    • Military Healthcare Operations
    • MHS GENESIS
    • DHA Policy Development
    • Business Process Reengineering (BPR)
Preferred Certifications (at least one or more):
  • RHIA (Registered Health Information Administrator)
  • RHIT (Registered Health Information Technician)
  • Certified Professional Coder (CPC)
  • Certified Coding Specialist (CCS)
  • Lean Six Sigma Certification
  • Project Management Professional (PMP)
Required Knowledge Skills & Abilities:
  • Extensive knowledge of Military Health System (MHS) operations and military culture.
  • Strong understanding of DHA DoD HIPAA and healthcare regulatory requirements.
  • Knowledge of MHS GENESIS CHCS JOMIS PRT HIA MIP and related healthcare systems.
  • Experience supporting policy analysis procedural guidance and enterprise healthcare initiatives.
  • Excellent analytical written verbal and presentation skills.
  • Ability to communicate effectively with executive leadership clinicians military personnel and government stakeholders.
  • Strong proficiency with Microsoft Office Suite.
Security & Compliance Requirements:
  • Ability to obtain and maintain a Tier II (Non-Critical Sensitive) Background Investigation.
  • Successful completion of annual HIPAA and required DoD/DHA training requirements.
  • Ability to execute client Non-Disclosure Agreement (NDA) and comply with all client security requirements.
Preferred Background:
Candidates with prior experience supporting client Headquarters Military Treatment Facilities (MTFs) Defense Health Agency programs Army Medical Command Navy Medicine Air Force Medical Service TRICARE or Veterans Health Administration environments are highly preferred.
