Job Duties

The Virginia Department of Education (VDOE) is recruiting for a State Operated Programs (SOP) Support Specialist to provide support to State Operated Programs (SOPs) in the areas of Special Education and Title I.

The SOP Support Specialist would be expected to assist in the development of quality educational programs and services to regional and local juvenile detention homes state mental health facilities state medical facilities and associated VDH clinics and ensure through high academic standards and accountability that an effective education program is established and maintained in Virginias public elementary middle and secondary schools. The mission in cooperation with local school boards is to increase student learning and achievement.

Minimum Qualifications

  • Demonstrated competence in the development of curriculum and educational programming and the ability to evaluate instructional practices.
  • Comprehensive knowledge of K-12 curriculum delivery requirements graduation requirements credit recovery options alternate routes to completion and Virginias Special Education Regulations.
  • Knowledge of legal principles and specific skill ability to analyze complicated issues and to develop responses that are consistent with federal and state laws and regulations governing general and special education.
  • Working knowledge of supervisory matters in work situations and able to manage a diverse group of educational professionals.
  • Demonstrated ability to define problems and apply problem solving techniques to complex educational issues; to work collaboratively with colleagues; to manage multiple assignments with critical deadlines; to present complex information to both technical and lay audiences; to work independently to produce reports etc.; to coordinate work assignments with other pertinent staff; and basic facility with keyboarding and computer technology.
  • Expertise in effective communication both oral and written along with the ability to successfully work with school administrators parents and community members having an interest or stake in local special education programs.
  • Demonstrated experience supporting the instructional and compliance needs of students and educators within alternative education settings such as juvenile detention centers hospital education programs or jail based education including experience addressing the special education needs of students in these environments.
  • Demonstrated experience supporting and overseeing educators and program leaders including providing professional development instructional guidance and coaching to ensure program compliance and student success.

Additional Considerations

  • An Advanced Degree in Education Administration or Leadership preferred.
  • An Endorsement in K-12 Administration and Supervision preferred.
  • Demonstrated experience in grant management to include supporting the grant application process program monitoring grant writing and implementation.
