Sr. SOF Cyberspace Operations Specialist

The Opportunity:

CACI is seeking an experienced Senior SOF Cyberspace Operations Specialist to provide high-level technical doctrine and acquisition support to the USASOC G3 TEC SOF Cyberspace Operations Branch.

This role serves at the intersection of operational warfighting concepts capability fielding and strategic policy. The ideal candidate will blend deep offensive cyberspace operations (OCO) understanding with defense acquisition and capability development acumen. You will drive the integration of cutting-edge cyber and electronic warfare (EW) capabilities across Army Special Operations Forces (ARSOF) ensuring operational commanders possess validated modernized technical tools and doctrine for multi-domain operations.

This is a Senior-level position on the Enterprise Development Application and Training (EDAT) contract. The position may include partial telework but work will primarily take place at the customer site.

Responsibilities:

1. Doctrine Policy & Operational Analysis:

• Doctrine Formulation: Author evaluate and update Cyberspace Operations doctrine directives standard operating procedures and concept papers ensuring seamless integration into broader ARSOF doctrine.

• Warfighting Concept Development: Drive the development of ARSOF Warfighting Concepts developing operational vignettes Concept Required Capabilities (CRCs) and targeted concept topic papers.

• Inter-Agency & Staff Coordination: Coordinate directly with the U.S. Army John F. Kennedy Special Warfare Center and School (SWCS) / Information Warfare (IW) Proponent USASOC G9 and external joint stakeholders to synchronize doctrine and force design.

• Operational Analysis & Lessons Learned: Conduct thorough post-mission and exercise analyses of SOF cyber units in combat deployments joint training and operational exercises; liaise with the USASOC Lessons Learned Program to codify and implement best practices.

• Policy & Concept Review: Review and provide formal comment resolution on emerging Joint Army and USSOCOM warfighting concepts operational gap assessments strategic directives and joint doctrine.

• Gap Analysis & CRC Estimates: Formulate maintain and update CRC running estimates capability gaps and mission risk assessments.

2. Capability Development & Acquisition Management:

• Lifecycle Management: Oversee the end-to-end capability development lifecycle for specialized SOF cyber systemsfrom initial operational concept through experimentation test and evaluation (T&E) validation and final fielding.

• Requirements & Staff Packages: Collaborate closely with USASOC G8 (Resource Management) G9 and command capability managers to generate initial capabilities documents requirements packages fact sheets and acquisition transition strategies.

• DOTMLPF-P Integration: Lead comprehensive Doctrine Organization Training Materiel Leadership Personnel Facilities and Policy (DOTMLPF-P) analyses for emerging and non-standard cyber/EW systems.

• Experimentation & Wargaming: Plan facilitate and execute USSOCOM HQDA and USASOC capability validation exercises working groups and advanced experimentation events (e.g. Silent Quest).

• Procurement & Technical Oversight: Track procurement actions technology insertion points and vendor milestones for enabling technical components including Software Defined Radios (SDR) Offensive Cyber Equipment (OCE) Electronic Warfare (EW) platforms and Unmanned Aerial Systems (UAS) integration.

• Operational Fielding & TTP Development: Develop Tactics Techniques and Procedures (TTPs) technical manuals user guidance and operator training programs for newly fielded SOF cyber equipment.

3. Key Deliverables:

• Doctrine & Strategic Policy: ARSOF Cyberspace doctrine publications directives operational concept papers and policy impact white papers.

• Requirements & Capability Documentation: Concept Required Capability (CRC) running estimates Capabilities-Based Assessments (CBAs) and DOTMLPF-P change recommendations.

• Operational Frameworks: Concepts of Operations (CONOPS) After-Action Reports (AARs) and test/experimentation observation reports.

• Executive Decision Support: High-level briefings decision matrices and stakeholder coordination packages for USASOC USSOCOM and HQDA leadership.

• Acquisition Milestones: Acquisition tracking trackers fielding roadmaps and capability transition plans.

• Fielding Support Packages: Standard Operating Procedures (SOPs) mission-ready TTPs and tactical training curricula for SOF operators.
  
  

Qualifications:

Required:

• Clearance: Must hold a current Top Secret clearance and be SCI eligible.
• Education: Bachelors degree or higher in Cyber Security Information Systems Defense Analysis Strategic Studies or a related field (extensive relevant operational experience may substitute).
• 10 years of experience in an enterprise and/or cybersecurity-focused environment.
• DoDM 8140 Qualification: This position has a Primary and Alternate Role. Must meet the qualification for DCWF Role (752) Cyber Policy and Strategy Planner Advanced as well as DCWF Role (641) Systems Requirements Planner - Advanced
• Domain Subject Matter Expertise: Demonstrated expert knowledge of Offensive Cyberspace Operations (OCO) methodologies mission sets and tactical cyber infrastructure.
• SOF Operational Awareness: In-depth understanding of Special Operations Forces (SOF) mission profiles and organizational structure particularly how ARSOF operations are enabled by cyber EW and information warfare platforms.
• Acquisition & Requirements Experience: Practical background with Department of Defense (DoD) capability development processes Joint Capabilities Integration and Development System (JCIDS) and/or USSOCOM Directive 71-4 (SOFCIDS).
• Communication & Staff Coordination: Outstanding technical writing executive briefing capability and demonstrated success navigating high-level DoD Joint and Army Staff directorates.

Desired:

• Military Background: Former Military Cyber/EW Officer Warrant Officer or Senior NCO (e.g. Army 17A 170A 17E 255S) or Special Forces (18-series) background with technical cyber/electronic warfare staff experience.
• Exercise & Experimentation Experience: Direct experience participating in or designing SOCOM/USASOC capability validation exercises (e.g. Silent Quest SOFIC/SOF Week Tech Demos TRIDENT).
• Acquisition Credentials: Defense Acquisition University (DAU) certifications in Requirements Management Capability Development or Program Management.
