Description

Under general direction performs the full range of professional duties required to plan manage and coordinate program activities and personnel in the Office of General Maintenance. Provides advice and guidance to management regarding general maintenance matters. Performs other duties as assigned.



Responsibilities
  • Supervises the operational and administrative aspects of the General Maintenance section in accordance with established policies and rules. Plans prioritizes assigns and supervises the work of assigned employees and contractors. Reviews contract documents project scopes and schedules to ensure compliance with requirements standards and funding allocation.
  • Collaborates with school administrators department heads and central office staff to determine their needs as they relate to the General Maintenance section of the Office of Facilities Support Services.
  • Assists in the development implementation and assessment of office goals policies and advice and direction to departmental management regarding contract administration maintenance and related issues.
  • Develops methods of improvement; proposes organizational policy or business process changes to senior management to improve customer services to the schools and other departments.
  • Performs special projects as assigned. Prepares and presents reports. Researches develops and communicates recommendations and solutions to issues.
  • Supervises the preparation of construction plans material specifications and related contract and comments on contract documents. Reviews proposals for changes additions and deletions to contracts. Prepares contract addendums.
  • Supervises and inspects work performed by contractors vendors consultants and in-house that the work adheres to established schedules standards and contracts. Meets with and coordinates project work with school-based administrators contractors departmental staff and others. Facilitates the timely and accurate completion of project work. Evaluates staff and takes appropriate performance management actions as needed.
  • Maintains and reviews records of project progress. Prepares correspondence. Responds to building and equipment emergency events.
  • Prepares and implements short and long-range plans for the preventive maintenance and repair of and administers gathers and analyzes cost data. Reviews and prepares reports.


Qualifications

Education Training and Experience:

  • Graduation from an accredited college or university with a bachelors degree.
  • Eight years of experience in general maintenance services repair maintenance and installation three years of which were at supervisory level.

Note: Other combinations of applicable education training and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered.

Licenses and Certifications:

  • Maryland Class C drivers license required.

Knowledge Skills and Abilities:

  • Thorough knowledge skills and abilities in trades associated with various general maintenance projects.
  • Knowledge of the tools equipment and materials used in general maintenance repair and installation.
  • Knowledge of all related codes safety standards and procedures.
  • Knowledge of facilities management.
  • Knowledge of personal computers and office software packages.
  • Skill in the installation maintenance and repair of general maintenance.

  • Skill in reading and interpreting blueprints plans and schematics.

  • Skill in diagnosing and resolving problems with general maintenance systems.

  • Skill in managing general maintenance projects.

  • Skill in supervising in-house staff and contractors.

  • Skill in communicating effectively.

  • Skill in the use of database spreadsheet and word processing software.

  • Ability to establish and maintain effective working relationships.

  • Ability to maintain confidential information.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

The duties of this class require travel to work sites throughout Baltimore County.

CONDITIONS OF EMPLOYMENT:

Persons appointed to this class are designated as essential personnel and as such are required to work during emergency events subject to call to duty and may be required to work beyond their normally scheduled hours with little or no advanced notice. Required licenses must be maintained throughout employment in this position or any others that require them.

FLSA: Exempt

RETIREMENT: Eligible for the Baltimore County Employees Retirement System.

GRADE: OPE Grade 08

SALARY:$96570 - $155327
