The Opportunity

The Senior HSE Programs Manager provides enterprise leadership for the design governance implementation measurement and continuous improvement of Health Safety and Environmental systems and programs across IMC Manufacturing CCM Construction IMC Service and corporate HSE initiatives. Reporting to the Vice President Safety this role converts business strategy operational risk regulatory requirements and organizational growth needs into scalable enterprise processes and capabilities.

This role leads the Enterprise HSE Systems Programs & Governance function and serves as the primary integration point among business-unit HSE leaders Operations Engineering Information Technology Business Intelligence Human Resources and Learning Document Control Quality and Operational Excellence Legal Finance Procurement Marketing and Executive Leadership. The position ensures HSE requirements are integrated into planning design systems training documentation implementation and performance reporting.

The Senior HSE Programs Manager directly leads a lean enterprise team and provides functional governance to matrixed training resources subject-matter experts HSE system users and business-unit partners. The role is accountable for enterprise HSE program governance and portfolio oversight including alignment and implementation support for SafeState Energy-Based Safety Human Performance the HSE technology roadmap training and competency governance performance intelligence upstream operational integration and assigned sustainability initiatives.

What you will do

Enterprise Strategy & Program Portfolio

  • Develop and execute the enterprise HSE systems programs and governance roadmap aligned with corporate strategy operational priorities and business growth.
  • Establish annual enterprise program priorities milestones owners implementation expectations performance measures and governance reviews.
  • Advise the Vice President Safety on organizational capability staffing technology vendor budget and investment needs required to scale the function.
  • Align enterprise initiatives with SafeState Energy-Based Safety Human Performance enterprise management-system principles operational excellence and approved business priorities.
  • Anticipate the HSE program systems training and reporting needs associated with new facilities projects services customers acquisitions and organizational change.

Program Architecture & Governance

  • Own the enterprise HSE program lifecycle from intake and risk prioritization through design review approval publication training implementation measurement revision and retirement.
  • Establish common enterprise standards while enabling controlled business-unit facility project customer and jurisdictional supplements where required.
  • Translate regulatory operational customer and technical requirements into scalable business processes standards procedures workflows tools and implementation plans.
  • Define program ownership decision rights approval pathways review cadences implementation accountabilities and measures of effectiveness.
  • Coordinate technical review and approval with subject-matter experts business leaders Legal Human Resources and Document Control.
  • Monitor program implementation adoption operating barriers effectiveness and revision needs across Manufacturing Construction and Service.

HSE Systems Data & Performance Intelligence

  • Serve as the HSE business owner for HammerTech and future HSE platforms including the enterprise roadmap operating model enhancement priorities and support expectations.
  • Define HSE business requirements for workflows forms permissions user roles notifications data fields reporting logic and process controls.
  • Partner with Information Technology Business Intelligence enterprise data owners and vendors on architecture integrations security testing support and technical delivery.
  • Establish HSE KPI definitions data-quality requirements dashboards scorecards executive reporting leading indicators and performance-review processes.
  • Monitor adoption utilization data completeness user experience and support demand; lead user acceptance testing issue prioritization change adoption and continuous optimization.

Operational Integration & Business Process Design

  • Integrate HSE upstream into scope development value-stream planning design engineering project planning commissioning manufacturing construction and field-service processes.
  • Establish HSE review triggers and operational-readiness gates for new work equipment products layouts processes technologies and significant changes.
  • Partner with Operations and Engineering to identify foreseeable risks early and prioritize elimination substitution and engineered controls before relying on administrative controls or PPE.
  • Ensure enterprise programs are operationally practical and appropriately adapted to the distinct needs of Manufacturing Construction and Service without unnecessary duplication.
  • Conduct field and facility engagement process mapping stakeholder workshops and operational reviews to identify gaps validate requirements and improve execution.

Training & Competency Governance

  • Own the enterprise HSE training and competency framework including role-based matrices curriculum standards learning pathways trainer qualification records expectations competency verification and effectiveness measures.
  • Build and govern a distributed training model using designated HSE trainers qualified subject-matter experts and business-unit training resources including the IMC Service HSE Training Manager.
  • Translate enterprise programs into role-based learning objectives onboarding requirements facilitator materials practical assessments refresher expectations and verified competency.
  • Partner with Human Resources Learning and Development Operations and business-unit HSE leaders on learning systems assignments records workforce planning and scalable delivery.
  • Ensure new and revised programs have the required training communications systems tools ownership and implementation support before operational release.

Risk Assurance & Continuous Improvement

  • Establish and maintain enterprise risk-governance methods that connect facility project service and value-stream risk registers to program training systems capital and leadership priorities.
  • Provide enterprise governance for incident classification notification investigation methods corrective-action quality verification trend learning and lessons-learned deployment.
  • Support compliance audits management-system assessments program assurance reviews and enterprise readiness for ISO 45001 ISO 14001 and other applicable standards.
  • Analyze incidents observations risk data audit findings system use training performance and operational feedback to identify systemic improvement opportunities.
  • Lead structured gap assessments root-cause reviews pilots corrective-action governance and continuous-improvement initiatives across the enterprise portfolio.

Sustainability & Emerging Enterprise Programs

  • Support the development of enterprise sustainability governance materiality assessment environmental performance priorities and related strategic programs as assigned.
  • Partner with business leaders to map the value chain and identify material impacts risks opportunities stakeholder expectations data needs and functional ownership.
  • Translate approved material topics and emerging enterprise priorities into governance programs responsibilities metrics targets reporting and improvement plans.
  • Coordinate with Finance Operations Procurement Legal Human Resources Quality Engineering and other functions to integrate sustainability requirements into business processes.
  • Monitor emerging customer regulatory investor and market expectations and recommend proportionate readiness actions to the Vice President Safety.

Cross-Functional Leadership & Change Management

  • Lead enterprise working groups governance councils pilots implementation teams and cross-functional reviews for priority HSE programs and systems.
  • Establish clear ownership boundaries: Enterprise HSE Programs defines HSE business requirements and governance while operational and shared-service functions retain their core accountabilities.
  • Influence across multiple business units and functions without direct authority resolve barriers and escalate decisions or risks requiring executive direction.
  • Communicate program status risks performance trends resource needs and strategic recommendations to the Vice President Safety and other senior leaders.
  • Lead stakeholder engagement communications change-management and adoption strategies that translate enterprise expectations into sustained operational practice.

Required Qualifications

  • Bachelors degree in Occupational Safety Environmental Science Engineering Business Industrial Management Information Systems or a related field
  • Certified Safety Professional (CSP)
  • OSHA 30-Hour Construction or General Industry
  • First Aid/CPR/AED
  • 10 years of progressive HSE enterprise program management-system or operational-risk experience.
  • Minimum 5 years leading enterprise regional multi-site or cross-functional HSE programs systems or improvement initiatives.
  • Demonstrated success building organizational capability leading direct and matrixed resources and managing a complex program portfolio.
  • Experience supporting construction manufacturing industrial mission-critical field-service or other complex operating environments.
  • Experience designing implementing governing and improving HSE management systems standards processes training and performance frameworks.
  • Experience with digital HSE platforms data governance reporting dashboards user adoption and technology-enabled process improvement.
  • Demonstrated ability to lead organizational change influence senior stakeholders develop talent and translate strategy into execution.

Preferred Qualifications

  • Masters degree in Occupational Safety Environmental Management Engineering Business Administration Organizational Leadership or a related discipline
  • Lean Six Sigma Green Belt or higher.
  • OSHA 500 and/or OSHA 501 Authorized Outreach Trainer designation.
  • ISO 45001 and/or ISO 14001 internal auditor lead auditor or implementation training.
  • Formal training or demonstrated experience in enterprise systems implementation change management data analytics sustainability or program governance.
  • Additional relevant professional credentials such as CHST ASP CIH or equivalent based on the needs of the organization.
