Maintains a sound working knowledge of the general and technical provisions of the Fort Bend County Regulations for Floodplain Management as well as various federal and state regulations.
Must be able to explain the Regulations to citizens to review permit applications for compliance and to provide adequate interpretations.
Assist with flood response damage assessments and coordinates with other County departments and Federal Emergency Management Agency (FEMA).
Reviews Letter of Map Revision (LOMR) and Conditional Letter of Map Revision (CLOMR) submissions compliance and recommends approval to the Assistant County Engineer.
Reviews and coordinates projects with other departments. Reviews construction documents for road bridges drainage structures and building facilities projects related to Regulation of Floodplains compliance and Development Permits.
Assists the Assistant County Engineer with day to day operation of Permits & Construction staff; This includes operation of the online permitting system providing technical information to other staff members updating form requirements and coordination with software vendor.
Conducts permit and project inspections for compliance with approved plans and permits.
Initiates enforcement actions if needed to insure compliance with County regulations. Communicates with residents and contractors about permit requirements.
Assists with selection of new employees trains employees and recommends transfers or promotions.
Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
MINIMUM JOB REQUIREMENTS:
High School Diploma/GED and 2 years of college level courses.
5 years of job experience in construction permitting or other related activity.
Ability to read construction drawings.
Communication and conflict resolution skills to explain projects.
Extensive knowledge of computers and software such as databases spreadsheets and word processors.
Interpersonal skills and ability to deal effectively with the public other employees and elected officials.
Ability to complete assignments in a timely manner.
Texas Floodplain Management Association (TFMA) Certification must be obtained within one year of employment.
STARTING SALARY RANGE: $36.13 - $45.16 hourly based on qualifications
