Job Summary

Introduction

Delawares Attorney General the States chief law enforcement officer has a broad responsibility to combat crime uphold civil rights safeguard families fight fraud and protect consumers in the First State.

In meeting this mission Attorney General Kathy Jennings is supported by teams of talented lawyers and staff in the Criminal Civil Family Fraud and Consumer Protection and Civil Rights and Public Trust Divisions. Each of the more than 500 staff who work in the Office of the Attorney General are dedicated to serving all Delawareans with integrity and passion.

Deputy Attorneys General with critical support from criminal special investigators victim service specialists paraprofessionals and administrative staff prosecute criminal cases enforce consumer laws provide counsel to state agencies ensure the publics access to open government protect the abused and much more.

Summary Statement

There is an immediate need for a Special Investigator in the Criminal Division Delaware Child Predator Task Force. The Task Force offices are located in Dover Delaware. This Special Investigator will work directly with the Deputy Attorney General assigned to the Task Force and law enforcement officers from Task Force affiliate agencies in pre-arrest and post-arrest investigations as well as prosecution arising from the online sexual exploitation of children and related crimes. Task Force Special Investigators are supervised by the Deputy Attorney General assigned to the Task Force.

Special Investigators with the Task Force are trained to initiate and build cases involving the online sexual exploitation of children as well as respond to tips and referrals. Special Investigators must manage a complex caseload investigating crimes related to technology-assisted sexual exploitation of children primarily arising from CyberTips provided by the National Center for Missing and Exploited Children. Task Force Special Investigators are also responsible for interviewing witnesses obtaining evidence drafting and presenting electronic search warrants attending court proceedings testifying when appropriate and providing overall prosecution assistance to Deputy Attorneys General on specific cases.

Special Investigators prepare and submit timely reports of interviews and investigations and maintain professional relationships as well as strong lines of communication and coordination with federal state and local law enforcement agencies on Task Force cases. Special Investigators assigned to the Task Force will be exposed to varying degrees of computer technology. Training will be provided as needed to meet expectations and the evolving needs of the Task Force.

Special Investigators assigned to the Task Force are frequently exposed to child exploitation material and should consider this before applying.

Special Investigators are required to maintain professional certification in numerous areas including CJIS DELJIS NCIC AutoTrack and other areas of expertise and databases specific to the Task Force.

Essential Functions

Conducts investigations which includes conducting interviews to obtain confidential information gathering evidence and documenting findings.

Interviews witnesses obtains evidence attends court proceedings and testifies when appropriate and provide overall vertical assistance to Deputy Attorney Generals on specific prosecutions or investigations.

Verifies claims of alleged or probable violations.

Examines various records and documents in order to ascertain relevant information.

Identifies gathers collects evaluates and preserves evidence.

Makes judgments after evaluating all available facts and recommends appropriate action.

Interprets and applies applicable laws rules regulations standards policies and procedures.

Prepares comprehensive and timely investigative reports; documenting interviews and other investigative efforts.

Testifies in criminal courts before a Grand Jury or during an administrative hearing (if requested by an administrative body).

May conduct surveillance and undercover investigations.

Prepares criminal cases for prosecution.

Ability to work independently or in a team to investigate and prosecute complex cases.

Maintains professional liaisons and strong lines of communications with other law enforcement partners.

Job Requirements

Minimum five years law enforcement experience with training and experience in sex crimes.
Ability to investigate complex and difficult cases both independently and as part of a team.
Ability to prepare comprehensive investigative reports for review by a Deputy Attorney General for civil and criminal complaints.
Strong written and verbal communication skills.
Current or recent Police Officers Standards Training (POST) certification.
Familiarity with Microsoft Office (Word Excel PowerPoint) DELJIS NCIC and LEISS.
Possession of a valid drivers license.
Ability to qualify to carry a DOJ-issued firearm.
Willingness to travel and attend various training opportunities as needed.
